Abstract
هدفت الدراسة إلى معرفة واقع القيادة الإبداعية في وزارة التربية والتعليم في محافظة رام الله في تعزيز التميز المؤسسي، وإلقاء الضوء مستوى التميز المؤسسي، والتعرف على طبيعة العلاقة بين القيادة الإبداعية والتميز المؤسسي، ولتحقيق أهداف الدراسة اعتمد الباحث على المنهج الوصفي التحليلي لأنه يناسب واقع الدراسة، وقام بتصميم وتطوير استبانة شملت (52) فقرة موزعة على محورين أساسين، تضمن المحور الأول القيادة الإبداعية، وتضمن خمس مجالات، وهي: (حل المشكلات واتخاذ القرارات، القابلية للتغيير، المبادرة والمجازفة، القدرة على الاتصال والتواصل، تحفيز الإبداع)، أما المحور الثاني فتعلق بالتميز المؤسسي، وتكون مجتمع الدراسة من جميع العاملين في وزارة التربية والتعليم في محافظة رام الله حيث بلغ عددهم (700) موظف وموظفة، وذلك بالاعتماد على العينة العشوائية الطبقية الذي بلغ قوامها (253) مفردة.
توصلت الدراسة إلى أن الدرجة الكلية لواقع القيادة الإبداعية لدى العاملين في وزارة التربية والتعليم في محافظة رام الله كانت كبيرة بمتوسط حسابي كلي (3.827)، وبوزن نسبي (76.53%)، وبلغت قيمة الانحراف المعياري لها (0.486)، كذلك كانت الدرجة الكلية الخاصة بمحور التميز المؤسسي في وزارة التربية والتعليم في محافظة رام الله أن قيمة المتوسط الحسابي العام قد بلغ حوالي (3.801)، وبوزن نسبي يساوي (76.01%)، وبدرجة تقدير كبيرة من قبل أفراد العينة على فقرات هذا المحور، وبلغت قيمة الانحراف المعياري حوالي (0.616)، كما كشفت النتائج عن وجود وعلاقة معنوية عند مستوى الدلالة (0.05α=) بين واقع القيادة الابداعية وتعزيز التميز المؤسسي في وزارة التربية والتعليم في محافظة رام الله، وأيضا لا توجد فروق معنوية عند مستوى الدلالة الاحصائية (0.05α=) في واقع القيادة الإبداعية وعلاقتها التميز المؤسسي لدى العاملين في وزارة التربية والتعليم في محافظة رام الله تعزى لمتغير (الجنس، المؤهل العلمي، عدد سنوات الخبرة، العمر).
وبناء على النتائج اعلاه خرجت الدراسة بمجموعة من التوصيات أبرزها تشجيع جميع الإدارات داخل الوزارة على الاستمرار في اتباع القيادة الابداعية مع تقديم الحوافز المتنوعة بشكل مستمر لتساعدهم في ذلك، وتعزيز الاهتمام بتوفير بيئة مشجعة ومحفزة للإبداع والابتكار لدى العاملين في الوزارة من أجل الوصول إلى تحقيق أهدافها وغاياتها ورسالتها، وتنظيم وتسهيل الاجراءات الإدارية لإنجاز الأعمال بسرعة ودقة من أجل تخفيف ضغط العمل داخل الوزارة.
The study aimed to know the reality of creative leadership in the Ministry of Education in Ramallah governorate in promoting institutional excellence, shedding light on the level of institutional excellence, and identifying the nature of the relationship between creative leadership and institutional excellence. He designed and developed a questionnaire that included (52) items divided into two main axes. The first axis included creative leadership, and included five areas: (problem solving and decision-making, susceptibility to change, initiative and risk, ability to communicate and motivate creativity), while the second axis It is related to institutional excellence, and the study population consisted of all employees of the Ministry of Education in the Ramallah governorate, with a number of (700) male and female employees, based on a stratified random sample, which consisted of (253) individuals. The study concluded that the total degree of creative leadership reality among workers in the Ministry of Education in Ramallah governorate was large with a total mean of (3.827), and a relative weight of (76.53%), and the value of the standard deviation was (0.486), as was the total score for the axis Institutional excellence in the Ministry of Education in Ramallah governorate that the value of the general arithmetic mean was about (3.801), with a relative weight equal to (76.01%), and with a great degree of appreciation by the sample members on the paragraphs of this axis, and the value of the standard deviation was about (0.616). The results also revealed the existence and a significant relationship at the significance level (= 0.05) between the reality of creative leadership and the promotion of institutional excellence in the Ministry of Education in Ramallah governorate, and there are also no significant differences at the level of statistical significance (= 0.05) in the reality of creative leadership. And its relationship to institutional excellence among workers in the Ministry of Education in Ramallah governorate is attributed to the variable (gender, educational qualification, number of years of experience, age). Based on the above results, the study came out with a set of recommendations, most notably encouraging all departments within the ministry to continue to follow creative leadership while continuously providing various incentives to help them in this, and enhancing interest in providing an encouraging and stimulating environment for creativity and innovation among the ministry’s workers in order to reach the achievement of its goals and objectives and its mission, organizing and facilitating administrative procedures to complete work quickly and accurately in order to reduce.
