Abstract
The study aimed to identify the problems of applying the re-engineering of administrative processes in Hebron Municipality. The sample of the study consisted of employees in the municipality (IT department, accounting department, administration department, human resources department) and the municipality. The sample was used by the Municipality of Hebron and 372 citizens from the Hebron municipality. The sample was chosen by random stratification method. The descriptive approach was used by developing two questionnaires to measure the problems of re-engineering the administrative processes in Hebron Municipality. And second The results showed that the level of problems of re-engineering the administrative processes in the Municipality of Hebron came to a medium degree. The relative weight of the problem of re-engineering the administrative processes in the Municipality of Hebron was (59.2%). (53.8%). The results showed that the physical problems have reached the highest score, which came to a moderate degree, then the administrative problems came to a medium level, then the problems of the human came to a medium degree, then the problems of technology came to a medium degree. The results showed that (87.72%) of the workers in the Municipality of Hebron did not attend a course to re-engineer the administrative processes. The results showed that 52.63% of the workers in Hebron Municipality did not practice the reengineering of the administrative processes. The results showed no differences in the average responses of the sample On the problems of re-engineering the administrative processes in the Municipality of Hebron from the point of view of the employees due to the gender variable, specialization, job title and practical experience, as well as the absence of differences from the point of view of the beneficiaries due to the variable and gender, educational level, and age.
