dc.description.abstractهدفت الدراسة إلى الكشف عن أثر تطبيق الإستراتيجيات الحديثة في إدارة الأزمات على أداء المنظمات الإغاثية المحلية في المحافظات الجنوبية الفلسطينية. واعتمدت الدراسة على المنهج الوصفي التحليلي للوصول إلى النتائج؛ حيث تمَّ تصميم الاستبانة واستخدامه لجمع البيانات الأوَّلية من عيِّنة الدراسة، ولقد تكوَّن مُجتمع الدراسة من العاملين بالمنظمات الإغاثية بالمحافظات الجنوبية الفلسطينية، وتمَّ تطبيق الاستبانة عليهم باتِّباع أسلوب العينة العشوائية البسيطة؛ حيث تكوَّنت عينة الدراسة من (248) موظفًا، وتمَّ توزيع الاستبانات عليهم، واسترداد (191) استبانةً من أصل من (248) استبانةً بنسبة استرداد (77.02%)، بالإضافة إلى تنفيذ (3) مجموعات بؤرية من الفئات المهمشة المستفيدة من خدمات المنظمات الإغاثية بواقع (10) مستفيدين لكلِّ مجموعة. كما أظهرت نتائج الدراسة أنَّ فاعلية بُعد "إستراتيجية تغيير المسار" قد احتلت المرتبة الأولى بوزن نسبي (87.2%)، بينما جاء في المرتبة الثانية بُعدا "إستراتيجية تفريغ الأزمة"، و"إستراتيجية تفتيت الأزمة" بوزن نسبي (84.0%)، وفي المرتبة الثالثة بُعد "إستراتيجية فريق العمل" بوزن نسبي (83.8%)، وفي المرتبة الأخيرة جاء بُعدا "إستراتيجية احتواء الأزمة"، و"إستراتيجية الاحتياطي التعبوي" بوزن نسبي مقداره (83.0%). وتوصَّلت الدِّراسة إلى مجموعة من النتائج، كان من أهمِّها: وجود علاقة ارتباطية إيجابية قوية بين الإستراتيجيات الحديثة في إدارة الأزمات وأداء المنظمات، بالإضافة إلى وجود أثر إيجابي للإستراتيجيات الحديثة في إدارة الأزمات على أداء المنظمات الإغاثية المحلية بالمحافظات الجنوبية. وفي ضوء النتائج السابقة فإن الدراسة توصي بــــــ: ضرورة اهتمام المنظمات الإغاثية المحلية بتوفير الإمكانيات، والمُقدَّرات، والموارد الدَّاعمة لتحقيق أهدافها الإستراتيجيَّة، وتعزيز قدرتها على مواجهة الأزمات، وبالتَّالي ضمان سَيْر الأداء الفعلي فيها بالاتِّجاه السليم الذي يدعم استقرارها، واستدامة عملها، وتحسين جودة مُخرجاتها الإغاثية والخدماتيَّة للمجتمع الفلسطيني بالمحافظات الجنوبية، بالإضافة إلى التَّوصية بضرورة تعزيز الشَّراكات، والتَّنسيق لتبادل الخبرات بين المنظمات الإغاثية المحلية من أجل تعزيز قُدرتها على الاستفادة من التَّجارب السابقة في إدارة الأزمات، وتحسين مستوى فاعلية تطبيقها لأبعاد الإستراتيجيات الحديثة في إدارة الأزمات. The study aimed to disclose the impact of applying modern strategies in crisis management on the performance of local relief organizations in the southern Palestinian governorates, The study used the descriptive analytical approach to reach the results. The questionnaire was designed and used to collect primary data from the study sample. The study population consisted of workers at relief organizations in the southern Palestinian governorates. The questionnaire was applied to them by following the simple random sampling method. Where the study sample consisted of (248) employees, and questionnaires were distributed to them, and (191) were recovered with a recovery rate of (77.02%), in addition to the implementation of (3) focus groups to marginalized groups benefiting from the services of relief organizations By (10) beneficiaries for each group. The results of the study also showed that the effectiveness of the "track change strategy" dimension came in the first place with a relative weight (87.2%), while the "crisis emptying strategy" and "crisis disintegration strategy" came in the second place with a relative weight (84.0%). And in the third place came the "work team strategy" with a relative weight (83.8%), and in the last place came the "crisis containment strategy", and the "tactical reserve strategy" with a relative weight of (83.0%). The study found a strong positive correlation between modern strategies in crisis management and the performance of organizations, in addition to the positive impact of modern strategies in crisis management on the performance of local relief organizations in the southern governorates. The study recommended the local relief organizations with the necessity to pay attention to provide capabilities, and resources which support the achievement of their strategic objectives and enhance their ability to face crises, thus ensuring that the actual performance in them is proceeding in the right direction that supports their sustainability, and improves their quality service for the Palestinian community in the southern governorates. In addition to the recommendation of the necessity of strengthening partnerships, and coordinating the exchange of experiences between local relief organizations in order to enhance their ability to benefit from previous experiences in crisis management, and to improve the level of effectiveness of their application of the dimensions of modern strategies in crisis management.
