دليل قيادي تربوي مقترح لتعزيز المرونة الأكاديمية باتجاه التعليم الدامج في المدارس الفلسطينية في ضوء التوجهات التربوية الحديثة

Abstract
هدفت هذه الدراسة إلى استكشاف واقع التعليم الدّامج في المدارس الحكومية الفلسطينية، وصولًا إلى تصميم دليل قيادي تربوي لتعزيز المرونة الأكاديمية باتجاه التعليم الدّامج في ضوء التوجهات التربوية الحديثة. ولتحقيق أهداف الدراسة، اتبع الباحث المنهج النوعي باستخدام تصميم دراسة الحالة، مع توظيف أسلوب التثليث المنهجي من خلال ثلاث أدوات نوعية لجمع البيانات.
تمثلت الأداة الأولى في المقابلات شبه المنظمة، حيث أُجريت المقابلات مع (4) من المسؤولين في وزارة التربية والتعليم العالي الفلسطينية، و(11) من أولياء أمور الطلبة ذوي الإعاقة في المدارس الحكومية الفلسطينية، إضافةً إلى (6) من المسؤولين والعاملين المختصين في المراكز الخاصة المعنيّة برعاية وتأهيل الطلبة ذوي الإعاقة. أما الأداة الثانية فتمثلت في مجموعة بؤرية ضمت (9) مشاركين من مديري المدارس الدّامجة والمعلمين والمرشدين الاجتماعيين. وقد تمثلت الأداة الثالثة في تحليل الوثائق الرسمية المتعلقة بالتعليم الدّامج الصادرة عن الجهات الحكومية الفلسطينية والبالغ عددها (14) وثيقة، بما تشمل هذه الوثائق من سياسات وتشريعات وخطط تربويّة ذات صلة بموضوع الدراسة.
أظهرت نتائج الدراسة أن السياسات والتشريعات الخاصة بالتعليم الدّامج في النظام التربوي الفلسطيني متوافرة إلى حدٍ كبير، إلّا أنّ هناك فجوة واضحة بين صياغة هذه السياسات والخطط وبين تطبيقها الفعلي في الميدان التربوي. كما كشفت النتائج أن نقص الكوادر البشرية المؤهلة والمتخصصة في مجال التعليم الدّامج يشكل أحد أبرز التحديات التي تعيق نجاح برامج التعليم الدامج وتنفيذ الخطط التربويّة الفرديّة والجماعيّة.
وفيما يتعلق بالمرونة الأكاديمية، بيّنت النتائج محدودية تطبيقها في المدارس الدامجة، سواءً من حيث تكييف المناهج الدراسية أو توظيف استراتيجيات تعليمية مرنة تستجيب لاحتياجات الطلبة ذوي الإعاقة. كما أشارت النتائج إلى ضعف اعتماد أساليب التقويم المرنة والمستمرة التي تسهم في متابعة تقدّم الطلبة وتقويم أداء المعلمين، بما يضمن تحقيق برامج التعليم الدّامج أكاديمياً واجتماعياً بصورة فاعلة.
كما كشفت الدراسة عن مجموعة من التحديّات والمعيقات التي تواجه التعليم الدّامج في المدارس الحكومية الفلسطينية، من أبرزها الظروف الاقتصاديّة الصعبة التي تحدّ من قدرة المؤسسات التعليميّة على توفير الموارد البشرية والمادية اللازمة، إضافةً إلى بعض الاتجاهات المجتمعية السلبيّة تجاه الطلبة ذوي الإعاقة، وما يرتبط بها من مظاهر التنمّر والاستهزاء، الأمر الذي يستدعي تعزيز الوعي المجتمعي ونشر ثقافة تقبّل الاختلاف ودعم الطلبة ذوي الإعاقة.
استناداً إلى نتائج الدراسة، قام الباحث بتطوير دليل قيادي تربوي مقترح يهدف إلى تعزيز المرونة الأكاديمية في المدارس الحكومية الفلسطينية، بما يسهم في تطوير ممارسات التعليم الدّامج وتحسين جودة الخدمات المقدمة للطلبة ذوي الإعاقة.
وأوصت الدراسة بضرورة تعزيز المرونة الأكاديمية في المدارس الدّامجة، ودعم القيادات التربويّة والإدارات المدرسية وتمكينها من أداء أدوارها بكفاءة، وتعزيز الشراكة بين المدرسة والأسرة والمجتمع المحلي. كما أوصت باعتماد الدليل القيادي المقترح والاستفادة منه كمرجع لتطوير برامج التعليم الدّامج، وتوفير الكوادر البشريّة المتخصصة، وتأهيل البيئة المدرسية بما يتناسب مع احتياجات الطلبة ذوي الإعاقة من خلال تخفيض أعداد الطلبة في الصفوف وتوفير الوسائل والتجهيزات التربويّة المناسبة.
وأخيراً، أوصت الدراسة بإنشاء مدارس نموذجية متخصصة في التعليم الدّامج تتوافر فيها الكوادر المؤهلة والإمكانات الماديّة اللازمة، بما يضمن تقديم خدمات تعليميّة عالية الجودة للطلبة ذوي الإعاقة وتعزيز فرص نجاحهم الأكاديمي والاجتماعي.
This study aimed to investigate the reality of inclusive education in Palestinian public schools and to develop an educational leadership guide for enhancing academic flexibility toward inclusive education in light of contemporary educational trends. To achieve the study objectives, the researcher adopted a qualitative case study approach and employed methodological triangulation through three qualitative data collection tools. The first tool consisted of semi-structured interviews conducted with four officials from the Palestinian Ministry of Education and Higher Education, eleven parents of students with disabilities in inclusive public schools, and six specialists and administrators working in centers concerned with the care and rehabilitation of students with disabilities. The second tool was a focus group that included nine participants consisting of inclusive school principals, teachers, and social counselors. The third tool involved the analysis of official documents issued by Palestinian governmental bodies, totaling (14) documents. These documents included policies, legislation, and educational plans relevant to the subject of the study. The findings revealed that policies and legislation governing inclusive education within the Palestinian educational system are largely available and well established. However, a substantial gap exists between policy formulation and the actual implementation of these policies and plans in educational practice. The results further indicated that the shortage of qualified and specialized personnel in the field of inclusive education represents one of the major obstacles to the successful implementation of inclusion programs and individualized and group educational plans. Regarding academic flexibility, the findings demonstrated limited application of its principles within inclusive schools. This limitation was evident in the adaptation of curricula and the use of flexible instructional strategies that respond to the diverse needs of students with disabilities. Furthermore, the study highlighted the lack of flexible and continuous assessment methods capable of monitoring students’ progress and evaluating teachers to ensure the effective implementation of inclusive education programs both academically and socially. The study also identified several challenges facing inclusive education in Palestinian public schools. Among the most significant are difficult economic conditions, which restrict schools’ ability to provide the necessary human and material resources, as well as negative societal attitudes toward students with disabilities, including bullying and social stigmatization. These findings underscore the need to strengthen community awareness and promote a culture of acceptance, inclusion, and support for students with disabilities. Based on these findings, the researcher developed a proposed educational leadership guide aimed at enhancing academic flexibility in Palestinian public schools and supporting the advancement of inclusive education practices and services for students with disabilities. The study recommends strengthening academic flexibility within inclusive schools, empowering educational leaders and school administrations, and fostering partnerships among schools, families, and local communities. It also recommends adopting the proposed leadership guide as a reference framework for improving inclusive education programs, providing qualified specialized personnel, and improving school environments through reducing class sizes and supplying appropriate educational resources and support services. Finally, the study recommends establishing model inclusive schools equipped with qualified personnel and adequate resources to ensure the provision of high-quality educational services and to enhance the academic and social success of students with disabilities.
