| dc.description.abstract | هدفت هذه الدراسة لتقييم أداء هيئات الحكم المحلي المنتخبة في تقديم الخدمات لسكان مدينة جنين، وكذلك معرفة المعيقات التي تواجه الهيئة في تقديم الخدمات. ولتحقيق هذه الأهداف استخدم منهج الدراسة الوصفي التحليلي بشقيه الكمي والنوعي. كما استخدمت المقابلة الشخصية والاستبيان كأدوات لجمع المعلومات والبيانات من المبحوثين. حيث استخدمت المقابلة الشخصية لجمع المعلومات والبيانات من رؤساء وأعضاء المجلس البلدي، والاستبيان لجمع البيانات من موظفي البلدية، لتقييم الخدمات التي تقدمها هيئة الحكم المحلي في مدينة جنين في مجالات الخدمات الاجتماعية والبنى التحتية والتجارية والصناعية، حيث وزع على عينة تم اختيارها بطريقة عشوائية بسيطة، حجمها(140). وقد توصلت الدراسة إلى ان هيئات الحكم المحلي المنتخبة في مدينة جنين تقوم بتقديم خدمات تنشيط الحركة التجارية وخدمات القطاع الصناعي بدرجة كبيرة. بينما ابدى المبحوثين ان اهتمام الهيئة كان متوسطة بالخدمات الاجتماعية وخدمات البنية التحتية للسكان. في حين لا توجد فروق حسب اجابات المبحوثين حول الخدمات التي تقدمها هيئات الحكم المحلي للسكان حسب متغيرات الجنس، المستوى التعليمي، سنوات الخبرة،المسمى الوظيفي. هذا وقد اظهرت الدراسة ان هيئات الحكم المحلي تواجه معيقات متعددة في تقديم الخدمات المختلفة للسكان، واكثر معيق يتمثل بضعف الموارد المالية، وعدم الاستقرار الامني في المدينة، وضعف التشريعات والقوانين. وقد خلصت الدراسة إلى مجموعة من التوصيات كان أهمها: ضرورة قيام الهيئة على انشاء قسم للتخطيط واعادة فرز وتوزيع الموظفين كل حسب قدراته وامكانياته ومؤهلاته العلمية، وضرورة ان تبحث هيئات الحكم المحلي عن مصادر اضافية لزيادة ايرادات البلدية داخليا وخارجيا، كما توصي بضرورة ترسيخ مبدا (عدم تسييس الخدمات) والعمل على قاعدة خدماتية ومؤسساتية، وان توضع معايير لانتخاب رئيس واعضاء المجلس البلدي على قاعدة التنوع بالخبرة والشهادة الاكاديمية،واحترام تفويض الجمهور لانتخاب رئيس وأعضاء المجلس. | ar |
| dc.description.abstract | This study aimed at developing the performance of the elected local government bodies in providing services to the population of Jenin, as well as authority in providing services. To achieve these goals the descriptive and analytical study methodology, both qualitative and qualitative, was used as tools to collect information and data from heads and members. Of the municipality councils and the questioners was used to collect data from municipality employees to evaluate the services provided by the local government authority in the city of Jenin in the fields of social services, infrastructure commercial and industrial where it was distributed chosen in a simple random way, its size (140).the study found that the elected local government bodies in the city of Jenin provide commercial services and industrial sector services to large extent. While the respondents expressed that the authority interest was moderate in social services and infrastructure services for the population. While there are no differences according to the respondents answered about the services provide by local government bodies to population according to the variables of gender. Education level, job titles The study showed that local government bodies face multiple obstacles in providing various services to the population and the most obstacles in weak financial resources insecurity in the city and weak legislation and laws. Capabilities and academic qualifications, and the necessary for local government bodies to search for additional resources to increase the municipality revenues internally and externally, as well as recommending the necessity of establishing the principle of non -politicization of service and institutional basis ,and setting criteria for electing the president and members of the municipality council on basis of diversity with experience and academic certification, and respecting undermining the electorate, the public and members of the council. | en |
