Abstract
هدفت هذه الدّراسة إلى التعرف على مستوى المساءلة الإدارية لدى مديري المدارس الحكومية في فلسطين، وعلاقتها بمستوى الأداء الوظيفيّ والرّوح المعنويّة لمعلمي مدارسهم. استخدمت الدراسة المنهج الوصفي المسحي الارتباطي، وتكون مجتمع الدراسة من جميع معلمي المدارس الحكومية في المحافظات الشمالية (الضفة الغربية) في فلسطين، وقد اختيرت عينة الدراسة بالطريقة العنقودية العشوائية من معلمي المدارس الحكومية وعددهم (1353) خلال العام الدراسي 2024/2023. ولتحقيق هدف الدراسة طورت استبانة تكونت من (65) فقرة توزّعت على ثلاثة أجزاء: الجزء الأّول لقياس مستوى المساءلة الإدارية لدى مديري المدارس الحكومية، حيث تكون من (25) فقرة، والجزء الثاني لقياس مستوى الأداء الوظيفي لمعلمي المدارس الحكومية حيث تكون من (20) فقرة، والجزء الثالث لقياس مستوى الروح المعنوية، حيث تكون من (20) فقرة. وقد تم التأكد من صدق الاستبانة وثباتها.
توصلت نتائج الدراسة إلى أنّ مستوى المساءلة الإدارية لدى مديري المدارس الحكومية في فلسطين من وجهة نظر المعلمين جاءت بدرجة عالية، وإلى وجود فروق ذات دلالة إحصائية في مستوى المساءلة الإدارية تعزى لمتغير الجنس، وسنوات الخبرة، والمؤهّل العلميّ، والمديريّة، وأظهرت نتائج الدّراسة أنّ مستوى الأداء الوظيفي لدى معلمي المدارس الحكومية في فلسطين من وجهة نظرهم جاءت بدرجة عالية، وإلى وجود فروق ذات دلالة إحصائية في مستوى الأداء الوظيفي يعزى لمتغير الجنس، وسنوات الخبرة، والمؤهّل العلميّ، والمديريّة، كما أظهرت النتائج أنّ مستوى الرّوح المعنويّة لدى معلمي المدارس الحكومية في فلسطين من وجهة نظرهم جاءت بدرجة عالية، وإلى وجود فروق ذات دلالة إحصائية في مستوى الروح المعنوية يعزى لمتغير الجنس، وسنوات الخبرة، والمؤهّل العلميّ، والمديريّة، وأظهرت نتائج الدراسة وجود علاقة طرديّة بين مستوى المساءلة الإداريّة لدى مديري المدارس الحكومية في فلسطين من وجهة نظر المعلّمين ومستوى الأداء الوظيفيّ والروح المعنوية لمعلمي مدارسهم.
وفي ضوء نتائج الدّراسة فإن الباحثة توصي بمجموعة من التّوصيات من أهمّها ضرورة وضع آليّات مساءلة واضحة ذات معايير محدّدة من قبل وزارة التربية والتعليم لتسهيل عمل المديرين في مساءلة معلميهم.
This study aimed to identify the level of administrative accountability among public school principals in Palestine and its relationship to the level of job performance and morale of their school teachers. The study used the correlational descriptive survey method, and the study population consisted of all public school teachers in the northern governorates (West Bank) in Palestine, The study sample was randomly selected from (1353) public school teachers during the academic year 2024/2023. To achieve the objective of the study, a questionnaire was developed that consisted of (65) items divided into three parts, the first part was to measure the level of administrative accountability among public school principals, which consisted of (25) items, the second part was to measure the level of job performance of school teachers. Government, which consists of (20) items, and the third part to measure the level of morale, which consists of (20) items. The validity and reliability of the questionnaire was confirmed. The results of the study found that the level of administrative accountability among public school principals in Palestine from the teachers' point of view was high, and that there were statistically significant differences in the level of administrative accountability due to the gender variable, years of experience, academic qualification, and directorate, The results of the study showed that the level of job performance among public school teachers in Palestine from their point of view was high, and that there were statistically significant differences in the level of job performance attributed to the variable of gender, years of experience, academic qualification, and directorate, The results also showed that the level of morale among public school teachers in Palestine from their point of view was high, and that there were statistically significant differences in the level of morale attributed to the variable of gender, years of experience, academic qualification, and directorate, The results of the study showed a positive relationship between the level of administrative accountability of public school principals in Palestine from the teachers' point of view and the level of job performance and morale of their school teachers. In light of the results of the study, the researcher recommends a set of recommendations, the most important of which is the necessity of establishing clear accountability mechanisms with specific standards by the Ministry of Education to facilitate the work of principals in holding them teachers accountable.
