| dc.description.abstract | هدفت هذه الدّراسة بناء تصوّر مقترح لإدارة الأزمة الماليّة في اِلجامعات الفلسطينيّة العامة في ضوءِ فَلسفة الجامعة المنتجة. وقد استُخدِمَ المنهج الوصفي التّطويري، لملاءمته أهداف الدّراسة، بالاعتماد على أسلوب التثليث في الأدوات (Triangulation). وقد تكوّنت عيّنة الدّراسة الكميّة من (340) قائدًا إداريّا وأكاديميًّا، وتكوّنت عينة الدّراسة النّوعيّة من (10) قادة إداريين أكاديميين، من الجامعات الفلسطينية العامة، من مجتمع الدّراسة البالغ (2995) فردًا. وقد اختيرت عينة الدّراسة الكميّة بالطّريقة الطّبقيّة العشوائيّة، بينما اختيِرتْ العينة النّوعيّة بالطّريقة القصديّة. ولتحقيق أهداف الدّراسة أستخدمت أدوات الدّراسة لِقياس درجة توافر سياسات إداريّة لمواجهة الأزمة الماليّة للجامعات الفلسطينيّة العامة في ضَوء فلسفة الجامعة المنتجة. وهي الاستبانة، وبلغ عدد فقراتها (71) فقرة موزعة على خمسة مجالات، والمقابلة شبه المقننة المبنية من سؤالين رئيسيين ولهما فروعهما، بالإضافة إلى استخدام الوثائق أداة ثالثة لتعميق فهم متغيرات دراستها. وقد جرى التّحقق من الصدق والثبات بالطّرق التّربوية والإحصائيّة المناسبة. وأظهرت نتائج الدّراسة الكميّة أنَّ درجة توافر سياسات إداريّة لمواجهة الأزمة الماليّة للجامعات الفلسطينيّة العامة في ضوء فلسفة الجامعة المنتجة من وجهة نظر القيادات الإداريّة والأكاديميّة جاءت بدرجة متوسطة، بمتوسط حسابي (3.47) وانحراف معياري (0.88). وأظهرت النتائج وجود فروق ذات دلالة إحصائية عند مستوى (α≤0.05) بين متوسطات تقديرات أفراد عينة الدّراسة لدرجة توافر سياسات إداريّة لمواجهة الأزمة المالية للجامعات الفلسطينية العامة في ضوء فلسفة الجامعة المنتجة تبعًا لمتغير الجامعة، لصالح جامعة القدس، ومتغير المسمى الوظيفي لصالح الإداريين، مع عدم وجود فروق ذات دلالة إحصائيّة بين متوسطات تقديرات أفراد عينة الدّراسة تبعًا لمتغير الجنس، والخبرة، والمؤهل العلمي. وقدّمت النّتائج النّوعية للمقابلات محورًا إنتقائيًّا، وهو "التّخطيط التّكاملي نحو جامعة منتجة"، وقدّمت النّتائِج النّوعيّة لتحليل الوثائق محورًا إنتقائيًّا، وهو "الجامعة كيان أكاديمي- اجتماعي مُنتج"، وانبثقت نظرية متجذّرة بعنوان "التكامل البنيوي لتحقيق الإنتاجية الجامعية" جمعت بين المحورين الانتقائيين في كلتا الأداتين. وبناءً على نتائجِ الدّراسة والمستخلص من الأدب النّظري والدّراسات السّابقة عمدت الباحثة إلى بناء تصوّر مقترح لإدارة الأزمة المالية للجامعات الفلسطينية العامة. وفي ضوء هذه النتائج أوصت الباحثة بضرورة تبنّي التّصور المقترح بأبعاده، وإنشاء وحدة إنتاجية مختصة تشرف على تعزيز الإنتاجيّة الجامعيّة بما فيها من استثمار الأصول، وتطوير العمل الإنتاجي من شراكات وحاضنات أعمال ومراكز خدمة. وأن تُنشئ الجامعات محافظ استثماريّة (وقفيات)، وصناديق إئتمانيّة. واستقطاب خبراء مختصين في التّخطيط الاستراتيجي لإدارة موارد الجامعات بكفاءة. الكلمات المفتاحية: تصور مقترح، الجامعة المنتجة، تمويل التعليم، الجامعات الفلسطينية العامة. | ar |
| dc.description.abstract | This study aimed to develop a proposed framework for managing the financial crisis at Palestinian public universities in light of the philosophy of the productive university. The descriptive developmental methodology was employed due to its suitability to the study's objectives, utilizing a triangulation approach in the research tools. The quantitative sample consisted of (340) academic and administrative leaders, while the qualitative sample included (10) academic-administrative leaders from Palestinian public universities, drawn from a total population of (2,995) individuals. The quantitative sample was selected using stratified random sampling, whereas the qualitative sample was selected purposively. To achieve the study's objectives, research tools were constructed to measure the extent to which administrative policies are in place to address the financial crisis in Palestinian public universities within the framework of the productive university philosophy. These tools included a questionnaire comprising two parts, with 71 items distributed across five domains, in addition to a semi-structured interview built around two main questions. The researcher also utilized document analysis as a third research tool. Validity and reliability were verified using appropriate educational and statistical methods. The quantitative findings indicated that the availability of administrative policies to manage the financial crisis in Palestinian public universities, from the perspective of administrative and academic leaders, was of a moderate level, with a mean score of (3.47) and a standard deviation of 0.88. The results also showed statistically significant differences at the level of (α ≤ 0.05) based on job title (in favor of administrative staff) and university affiliation (in favor of Al-Quds University). However, no statistically significant differences were found based on gender, experience, or academic qualification. The qualitative results from the interviews revealed a selective theme titled "Integrated Planning Toward a Productive University", while the document analysis yielded a selective theme titled "The University as a Productive Academic-Social Entity". From both tools, a grounded theory emerged titled "Structural Integration to Achieve University Productivity." Based on the study’s findings and a review of relevant literature and previous studies, the researcher developed a proposed framework for managing financial crises in Palestinian public universities. The study recommends the adoption of this framework in all its dimensions, including the establishment of specialized production units to enhance university productivity by investing assets, promoting productive activities, forming partnerships, launching business incubators, and service centers. It also recommends creating investment portfolios (endowments), trust funds, and attracting strategic planning experts to efficiently manage university resources.
