The study aims at identifying the role of ethical leadership in achieving human development at active (NGOs) in Gaza Strip. To achieve the study objectives descriptive analytical approach was used. Aquestionnaire was used as amain tool for collected the study data. The study sample consisted of (205) employees working in (30 local NGOs, and 10 international NGOs) at Gaza governorate, which was chosen clustically methods. The study results showed that the degree of ethical leadership practice in active NGOs at Gaza governorates was high with percentage equal (78.38%). Also moral personality traits domain ranked first (79.56%), then moral human relationships domain (78.40%), then create moral teams domain (78.32%), finally ethical administrative behavior (77.28%). Also the results showed that there were no statistical significant difference between sample averages estimates at the degree of ethical leadership practice in active NGOs at Gaza governorates due to experience, and career level, but the differences were due to qualification in favor diploma. The results showed that the level of active NGOs share in human developing was high with percentage equal (75.54%). Justice and fairness dmain ranked first (77.58%), then participate domain (77.28%), then empowerment domain (75.20%), finally freedom domain (71.84%). The results also showed that there were no statistical significant difference between sample averages estimates at the level of active NGOs share in human developing due to experience, career level, and qualification. Only the differancies emerged at freedom domain in favor diploma. The study founded positive relationship between ethical leadership and its domains and human developing and its domains. Also the results showed that ethical leadership practice effected at Achieving effective civil organizations for human developing. In the light of the study results, the researcher recommended training leaders in civil organizations on ethical behavior, and paying attention to choosing a leader who has a good moral reputation, because of the impact of his actions and behaviors on the reputation of the organization and all employees, and spreading justice in all the actions of the leader, and working hard to receive Grievances of workers and taking them into account in order to raise grievances and justice within the organization.
