Abstract
هدفت هذه الدراسة إلى اقتراح تصور إداري لتفعيل ممارسة اليقظة الاستراتيجية لدى مديري المدارس الثانوية في فلسطين استناداً إلى الاتجاهات الإدارية المعاصرة. تم استخدام المنهج الوصفي التطويري لتحقيق أهداف هذه الدراسة. وتم توزيع استبانة مكونة من (36) فقرة على عينة الدراسة التي تكونت من (271) مديراً ومديرة و(380) معلم ومعلمة. إضافة إلى مقابلة رؤساء الأقسام ومديري الدوائر في المديريات والوزارة، المسؤولين عن متابعة عمل المديرين وعددهم (39) وتمت مقابلة (12) منهم. وأظهرت النتائج أن الدرجة الكلية لواقع ممارسة اليقظة الاستراتيجية لدى مديري المدارس الثانوية في فلسطين من وجهة نظر المديرين أنفسهم والمعلمين العاملين معهم مرتفعة، وهي مرتفعة في جميع الأبعاد. كما أظهرت النتائج عدم وجود فروق ذات دلالة إحصائية تعزى لأي من متغيرات الدراسة (الجنس، والمؤهل، وعدد سنوات الخدمة)، بينما توجد فروق دالة إحصائياً تعزى لمتغير المسمى الوظيفي لصالح المدير، ولمتغير المنطقة التعليمية ولصالح منطقة شمال الضفة الغربية. وتم تنفيذ 12 مقابلة وتحليلها نوعياً، اعتمدتها الباحثة في تطوير تصور إداري لتفعيل ممارسة اليقظة الاستراتيجية لدى مديري المدارس الثانوية في فلسطين استنادا إلى الاتجاهات الإدارية المعاصرة، وتحققت الباحثة من مدى ملاءمة التصور المقترح، وأوصت باعتماده.
This study aimed to propose an administrative perspective to activate the practice of strategic vigilance among secondary school principals in Palestine, based on contemporary administrative trends. The descriptive developmental approach was used to achieve the objectives of this study. A questionnaire consisting of (36) items was distributed to the study sample, which consisted of (271) male and female principals and (380) male and female teachers. In addition to interviewing the department heads and department directors in the directorates and the ministry, who are responsible for following up on the work of the directors. They number (39), and (12) of them were interviewed. The results showed that the overall degree of the reality of practicing strategic vigilance among secondary school principals in Palestine from the point of view of the principals themselves and the teachers working with them is high, and it is high in all dimensions. The results also showed that there were no statistically significant differences attributed to any of the study variables (gender, qualification, and number of years of service), while there were statistically significant differences attributed to the job title variable in favor of the director, and to the educational region variable in favor of the northern West Bank region. 12 interviews were carried out and analyzed qualitatively, and the researcher adopted them in developing an administrative perspective to activate the practice of strategic vigilance among secondary school principals in Palestine based on contemporary administrative trends. The researcher verified the suitability of the proposed vision and recommended its adoption.
