This study aims at identifying the knowledge and awareness of employees in food factories and employees in the relevant official bodies concerned with the mandatory technical regulation on food, the ability of mandatory technical regulation to full fill food safety requirements, the ability of the regulatory authorities to apply it, And to determine the compatibility between the mandatory Palestinian technical regulation with the mandatory European technical regulations in the field of food, and the impact of their application on the handling of food products. To achieve the desired aims the descriptive approach has been used . The study community may be composed of all the competent government staff in applying the mandatory technical regulation for foodstuffs (Ministry of Health, Ministry of National Economy, Ministry of Agriculture and Palestinian Standards Institution). And registered with the competent authorities in the West Bank governorates, where the sample was selected for the concerned authorities using the random stratified method, and the workers in the food industry and they apply the mandatory technical regulation in registered factories with the competent authorities. The sample was taken using a systematic random method. The study questionnaire obtained a high degree of reliability and consistency of the study instrument. Relative frequencies, the use of mathematical averages, central tendency measurements, Pearson Correlation tests, and one way analysis of variance were used to answer the questions and hypotheses of the study. The study showed that the level of awareness of the official authorities and the competent staff working in the food factories about the mandatory technical regulations related to food is high, the ability of the technical regulation to meet the requirements of food safety "high, and the health standards for imported foods contained in the mandatory technical regulation are at least the same standards of food produced Locally or equivalent to a medium degree. The Palestinian technical regulations are consistent with European mandatory technical regulations in the field of food according of view of the government officials concerned in applying the technical regulation The study showed no statistically significant differences between the responses of the sample members on the extent of harmony between the Palestinian technical regulation and the European technical regulation according to the variables (job title, years of experience, qualification, place of work). The study showed the ability of the official authorities to enforce the mandatory technical regulation in the field of food from the point of view of the government employees concerned with the application of the technical regulation were medium. The study showed that there is sufficient financial resources to implement the administrative, technical and Implementation plans for the implementation of the mandatory technical regulation were medium. The study showed that mandatory technical regulation facilitate the domestic handling of products, as well as give greater confidence to the consumer in food products in markets where they were high. The most important recommendations of the study are the awareness sessions for the staff of the official bodies concerned with the implementation of the regulation , and the specialized staff working in the food factories by the Technical Regulation Committee before the adoption of compulsory technical education for employees, and to remove the difficulties that may face the regulatory authorities in the application of the technical regulation so that they become easy to apply and give A significant impact on the food traded in the market, training the official bodies related to the implementation of the regulation on food mandatory technical regulation and international standards to raise their ability to apply, and provide financial possibilities To implement the administrative, technical and implementation plans for the application of mandatory technical regulation on food.
