Abstract
This study aimed at identifying the impact of training on the performance of personnel in the public sector’s institutions. It focused on measuring the level of interest of personnel in training programs and followed the analytical descriptive methodology. The number of personnel in all the governmental institutions who responded to the study is 220 employees and administrators distributed over the governorates of Ramallah and Jericho. The study concluded that the impact of training programs on the institutional performance of the public sector’s personnel was not up to the expected level. The relevant results on this aspect were intermediate. In addition, the study showed that the level of interest among public sector personnel in training program is intermediate to which can be considered relatively a negative indicator. The results were also intermediate when inquiring about having serious difficulties in the assessment of training needs, which means that existing difficulties can be overcome by a scientific and correct assessment of training needs. In light of the study’s results, the researcher recommended to invest in training, activation of the role of training departments, the necessity to establish new administrative units specialized in the development of human resources and managed by a high level specialized staff in addition to the necessity to provide financial and moral incentives for participants in training programs. Moreover, the researcher recommended conducting more field studies related to this domain in other sectors and working environment.
