The relevant results on this aspect were intermediate. In addition, the study showed that the level of interest among public sector personnel in training program is intermediate to which can be considered relatively a negative indicator. The results were also intermediate when inquiring about having serious difficulties in the assessment of training needs, which means that existing difficulties can be overcome by a scientific and correct assessment of training needs. In light of the study’s results, the researcher recommended to invest in training, activation of the role of training departments, the necessity to establish new administrative units specialized in the development of human resources and managed by a high level specialized staff in addition to the necessity to provide financial and moral incentives for participants in training programs. Moreover, the researcher recommended conducting more field studies related to this domain in other sectors and working environment.
