Abstract
تهدف الدراسة إلى اقتراح دليل إداري تربوي لتطوير منظومة الإشراف التربوي في فلسطين؛ في ضوء الواقع والاتجاهات المعاصرة في الإشراف التربوي، وذلك باستخدام المنهج الوصفي التطويري لملاءمته أغراض الدراسة. وتتكوّن عينة الدراسة المسحية من 258 مشرفا ومشرفة، و359 مديرا ومديرة، و1438 معلما ومعلمة، جرى اختيارها بالطريقة العشوائية الطبقية، وعينة قصدية تتكون من 18 مشرفاً ومشرفة، و18 مديراً ومديرة من أصحاب الخبرة والكفاءة من أجل إجراء مقابلات معهم؛ وذلك لأغراض الحصول على بيانات نوعية لإثراء النتائج الكمية الدراسة. ولتحقيق هدف الدراسة تم بناء أداتين هما: استبانة بلغ عدد فقراتها 50 فقرة، توزعت على خمسة مجالات هي: تحليل البيئة التربوية، وتطوير البرامج التعليمية، وتطوير كفاءة المعلمين مهنيا، وتعزيز العلاقات الإيجابية، وتحسين الأداء التعليمي، وأسئلة مقابلة تكونت من أربع أسئلة، وقد تم التحقق من صدقهما وثباتهما.
وتُظْهِر النتائج الكمية للدراسة أن درجة فاعلية منظومة الإشراف التربوي في فلسطين؛ في ضوء الاتجاهات المعاصرة في الإشراف التربوي من وجهة نظر أفراد العينة جاءت بدرجة مرتفعة؛ بمتوسط حسابي بلغت قيمته (4.06) للدرجة الكلية. كما تُظْهِر النتائج أن عدم وجود فروق ذات دلالة إحصائية على مستوى الدلالة (α=.05) في متوسطات تقديرات أفراد عيّنة الدراسة لدرجة فاعلية منظومة الإشراف التربوي في فلسطين في ضوء الواقع والاتجاهات المعاصرة في الإشراف التربوي تعزى لمتغيرات الجنس، والمؤهل العلمي، والإقليم الجغرافي، بينما كانت هناك فروق ذات دلالة إحصائية تعزى لمتغيري المركز الوظيفي، وسنوات الخبرة.
واعتمادا على النتائج، قام الباحث ببناء دليل إداري تربوي لتطوير منظومة الاشراف التربوي، وتحقق من مدى ملاءمته، وأوصى وزارة التربية والتعليم باعتماده.
The study aims to propose an educational administrative guide for developing the educational supervision system in Palestine in light of reality and contemporary trends in educational supervision, using the descriptive-developmental research approach. The sample survey consists of 258 male and female supervisors, 359 male and female principals, and 1438 male and female teachers, who were selected in a stratified random method, in addition to a purposive sample consisting of 18 experienced and competent male and female supervisors, and 18 male and female principals, as well. They were all selected for the interview so as to obtain qualitative data to enrich the quantitative results of the study. To achieve the goal of the study, two tools are built; a questionnaire of 50 items, distributed over five areas: analyzing the educational environment, developing educational programs, developing teachers’ professional competence, promoting positive relationships, and improving educational performance, in addition to conducting an interview consisting of four questions. In this respect, the validity and reliability of the two tools were verified. The quantitative results of the study, in light of the contemporary trends in educational supervision as viewed by the sample members, indicate that the effectiveness degree of educational supervision system in Palestine, is high; reaching an average value of (4.06) of the total score. The results also indicate that the lack of statistically significant differences at the significance level (α = .05) in response averages of the study sample members to the effectiveness degree of the educational supervision system in Palestine is attributed to gender, academic qualification, and geographic region variables. However, there are statistically significant differences which are attributed to the variables of job position and years of experience. Based on the results, the researcher builds an educational administrative guide to develop the educational supervision system, verifies its suitability, and recommends the Ministry of Education to adopt it.
