Abstract
هدفت الدراسة إلى اقتراح دليل إداري تربوي لتفعيل دور مديري المدارس المهنية في فلسطين بوصفهم مشرفين تربويين مقيمين في ضوء الواقع والاتجاهات المعاصرة في الإشراف التربوي. واعتمدت الدراسة المنهج الوصفي المسحي التطويري. وتكوّن مجتمع الدراسة من جميع مديري المدارس الثانوية المهنية الحكومية والبالغ عددهم (19) مديرًا ومديرةً، وجميع المعلمين العاملين معهم وعددهم (357) معلمًا ومعلمةً. تم تطوير أداة لجمع البيانات، تكونت من (60) فقرة موزعة على سبعة مجالات، وهي: شخصية المعلم، والمواصفات المهنية، والتخطيط، والتنفيذ، وإدارة المشغل، والتقويم، واتجاهات المعلم وتوقعاته. وأظهرت نتائج الدراسة أن درجة ممارسة مديري المدارس المهنية في فلسطين لأدوارهم الإشرافية بوصفهم مشرفين تربويين مقيمين كانت مرتفعة، إذ بلغ المتوسط الحسابي (3.83) وانحراف معياري (0.64)، كما جاءت جميع مجالات أداة الدراسة بالدرجة المرتفعة.
كما وأظهرت نتائج الدراسة وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α = 0.05) تعزى لمتغير المركز الوظيفي لصالح المديرين على الدرجة الكلية وفي جميع المجالات، ومتغير الجنس لصالح الذكور على الدرجة الكلية وباستثناء مجالي (المواصفات المهنية، والتنفيذ). وعدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α = 0.05) تعزى لمتغيري سنوات الخبرة والمؤهل العلمي على الدرجة الكلية وفي جميع المجالات. واستنادًا إلى النتائج قامت الباحثة بتطوير دليل إداري تربوي لتفعيل دور مديري المدارس المهنية في فلسطين بوصفهم مشرفين تربويين مقيمين في ضوء الواقع والاتجاهات المعاصرة في الإشراف التربوي، وقامت بالتأكد من مدى ملاءمته، وأوصت وزارة التربية والتعليم الفلسطينية باعتماده.
The aim of this study is to propose an administrative educational guide to activate the role of vocational school principals in Palestine as resident educational supervisors in light of status que and contemporary trends in educational supervision. The study adopted the descriptive - developmental method. The study population consists of all (19) male and female principals in public secondary vocational schools and all (357) male and female vocational teachers working with them. For data gathering, a 60 - item questionnaire has been developed, consisted of (7) domains: Teacher’s Personality, Professional Specifications, Planning, Implementation, Workshop’s Management, Evaluation, and Teacher Attitudes and Expectations. The results of the study showed that the degree of which the vocational school principals in Palestine practicing their supervisory roles as resident educational supervisors was high, with (3.83) mean and (0.64) standard deviation, and all the domains were at high level too. Furthermore, the results indicated that there were significant differences in means at (α=0.05) due to work nature and gender variables, in favor of principals and male respectively. The study also showed that there were no significant differences in means at (α=0.05) according to years of experience and qualifications variables. According to the previous results, the researcher developed an administrative educational guide to activate the role of vocational school principals in Palestine as resident educational supervisors in light of status que and contemporary trends in educational supervision, and recommended the Palestinian Ministry of Education to apply the proposed guide.
