Abstract
The study aimed to know the reality of Knowledge Management and its relationship to the decision-making process in the Palestinian Ministries / the Ministry of Transportation as a model. To achieve the objectives of the study, the researcher used the descriptive approach as it is suitable for the reality of the study. He designed a questionnaire that included (46) paragraphs distributed to two Axis. The first is: Knowledge Management which includes five dimensions: (knowledge diagnosis, knowledge generation, knowledge storage, knowledge distribution and knowledge application). The second axis is related to decision-making, and it has a degree of honesty and stability for the total degree of knowledge management (0.97), and for the decision-making axis (0.95). The study population is the Highest Category Employees of the Palestinian Ministry of Transport (Deputy, Assistant Deputies and General Directors) as well as the First Category Employees (both categories are “240” employees). The researcher used the comprehensive survey method. Excluding the exploratory sample due to the small size of the study population, the final sample of this study was (192) employees. The study found that the overall score for Knowledge Management at the Ministry of Transportation was an overall arithmetic mean (3.28) which is a medium score, and the value of the standard deviation was (0.77). The overall score for the decision-making axis was of a medium degree, and the overall average value was (3.17), with a standard deviation of (0.87). The general average of the knowledge diagnosis dimension was (3.18) with a standard deviation of (0.83) and with a moderate degree. The general average of the knowledge generation dimension was (2.95) with a standard deviation of (0.91), and a moderate degree. The general average of the knowledge storage dimension was (3.58) with a standard deviation of (0.82), and a moderate degree, and the general average of the knowledge distribution dimension was (3.30) with a standard deviation of (0.85), and a moderate degree. The knowledge application dimension (3.38) with a standard deviation of (0.88), and a moderate degree. The results of the study also showed that there is a significant relationship at the significance level (α≤0.05) between knowledge management and the decision-making process in the Palestinian Ministry of Transportation. The coefficient of determination was (77.6%) which means that knowledge management accounts for the (77.6%) of the decision- making process whereas other factors that affect decision-making process account for (22.4%). The study found out there are significant differences at the statistical level of (α≤0.05) in the relationship between knowledge management and the decision-making process in the Palestinian Ministry of Transportation attributed to the gender variable in the two axes of the study. The differences were in favor of the female category, and it was found that there were no significant differences at the level of statistical significance (α≤0.05) in knowledge management axis due to the age variable. Statistically significant differences were found in the decision-making axis. The results indicated that these differences were between the responses of the sample members of those over (45) years old and those who are less than (35) years. This was in favor of the sample members who are under (35) years old with a higher arithmetic average (3.53). The study also found that there are no significant differences at the level of statistical significance (α≤0.05) in knowledge management and decision-making process in the Palestinian Ministry of Transportation due to the scientific qualification variable. Also, it was found that there are significant differences at the level of statistical significance (α≤0.05) in knowledge management and decision-making process due to the job title variable. The differences were in favor of the category of department directors. The study also found that there are no significant differences at the level of statistical significance (0.05a) in knowledge management due to years of experience variable. There is statistically significant differences in the axis of decision-making as the results indicated that these differences were between those whose years of experience were less than (10) years and those whose years of experience exceeded (21) years. The differences were in favor of the sample members whose experience was less than (10) years. Based on the above results, the study came out with a set of recommendations. The most prominent of these recommendations is:  Strengthening the process of Knowledge Management within its various stages in the Ministry of Transportation.  Paying more attention to the dimension of Knowledge Diagnosis through constructive dialogue and the employees’ experience and adopting motivation system for employees.  Paying more attention to the Knowledge Generation dimension by paying attention to the proposals and ideas of employees, involving them in preparing plans, increasing communication within the administrative levels of the Ministry and providing training programs on ideas generation.  Taking into consideration the Knowledge Storage in the Ministry by following various methods and methodologies, and benefiting from the employees’ experience in dealing with work situations and problems.  Supporting Knowledge Distribution by encouraging employees to exchange information through flexible mechanisms and holding meetings and workshops in order to distribute and unite knowledge among various administrative levels in the ministry.  Making more efforts towards the Application of Knowledge by making laws and legislations as well as work procedures manuals.  Supporting the decision-making process by adopting scientific methodology that depends on the employees’ knowledge and skills in the Ministry of Transportation.
