Abstract
the reality of services provided by popular committees for Palestinian refugees in camps in the northern West Bank. To achieve this goal, the descriptive analytical study approach was used in both quantitative and qualitative aspects. The personal interview and the questionnaire were also used as tools to collect information and data from the respondents. Where the personal interview was used to collect information and data from the chairmen and members of the people's committees, And the questionnaire to collect data from camp residents to describe the reality of services they receive from popular committees in the social, political, economic and cultural fields, where it was distributed to a sample chosen in a stratified, random manner with proportional representation, size (266). The study found that popular committees provide services to camp residents The northern West Bank is very high, and there was a variation in these services, where the results were as follows: 1. Providing political services to refugees in camps in the northern West Bank is a priority for the people's committees, as the average of answers reached (3,975). 2. The Popular Committees are interested in providing cultural services to refugees in the northern West Bank camps to a large degree, with an average score of (3,844). 3. The People's Committees attach great importance to providing social services to refugees in the camps in the northern West Bank, where the average respondents' answers reached (3,806). 4.The results indicated that the economic side did not receive the attention of the popular committees compared to other areas, because of the needs of 5. this aspect of the difficulties that are difficult for those committees to provide, as the average of answers in this field reached (3.586( ح 6.The People's Committees face obstacles in providing services to refugees in the camps in the northern West Bank. The most prominent of these obstacles is the lack of response of the Palestinian National Authority in expanding the borders of the camps in proportion to the natural increase in the population of those camps, in order to maintain the refugees' survival in the camps, as a necessity that serves the refugee issue. 7. The results showed that there are no statistically significant differences in the respondents' estimation of the services provided by the Popular Committees in the northern West Bank camps according to variables (sex, place of residence, nature of work, social status and household monthly income). 8. The study identified statistically significant differences in the respondents' estimation of the services provided by the People's Committees in the northern West Bank camps according to the number of times they received the services for the benefit of those who received the service. The study recommended the need to intensify the efforts of the committees by pressing the concerned parties to convince them to expand the boundaries of the camps, and away from the political and organizational tensions in the provision of services to the camp residents. That is, the public interest prevails over partisan and factional interests in providing services.
