Abstract
This study aimed to get acquainted with the reality of financing and its role in achieving sustainable development from the point of view of the strategic planning team in the local authorities in the cities of the northern West Bank, and this is achieved through identifying funding and its role in the dimensions of sustainable development, which are economic, social and environmental contributions and good governance in local bodies, It also aimed to get acquainted with the reality of the policy of the financier from the point of view of the strategic planning team in the local authorities in the cities of the northern West Bank, as well as to know the obstacles to funding in the local authorities. To achieve the aims of the study, the researcher used the descriptive approach, due to its relevance to the nature of the research, where the study tool was designed from a questionnaire containing (6) axes to answer the study questions to achieve its goals, through a comprehensive survey of the study community consisting of local bodies in the cities of the northern West Bank (Nablus, Tulkarem, Jenin, Qalqilya, Salfit) The study sample was from the strategic planning team consisting of (78) members, who are heads of the relevant administrative units and specialization within the local authority in addition to the selected participants representing the local community and they are specialized in the economic, social and Aria and good governance, in the cities of the northern West Bank (Tulkarm, Nablus, Jenin, Qalqilya, Salfit), and the questionnaire was distributed to all teams in the cities and collect all the questionnaires distributed complete. The results of the study showed that the policies of the financier have a significant role in the implementation of development projects where the role of the volume of financing affects the completion or non-completion of the project, just as the type of financing has a developmental role, whether material, which contributes to the creation of new investment ط projects or the maintenance of some of these projects, or Funding that comes in the form of devices and equipment whose cost is high and which the local authority cannot provide due to its high cost, which contributes to not wasting money, and the project implementation site contributes to reducing or increasing the size of the geographical area of benefit and the lack of concentration of benefit in a specific area such as the city center or In my neighborhood Certain areas and neglecting areas can constitute an important area of sovereignty. The study also found that the role of finance in achieving sustainable development was weak, especially in economic and social contributions, and this confirms that funding cannot be relied upon absolutely because it does not contribute to the sustainability and continuity of the economic sector or its growth, as the study showed that the social aspect is the same as the case of the side Economic, knowing that these two aspects are important in economic growth and society's resilience to political, economic and social obstacles, and the study showed that finance has a major role in its contribution to good governance and management, especially in clarifying the meaning and concept of the term integrity, transparency and good governance, where Notice that in some cities, where she praises funding for good governance more than other cities such as Salfit, and the female also praises more than male for funding and this is the result of increased interest by donors and donor countries in the gender aspect among the terms that achieve sustainable development as mentioned in some Previous studies. The study also concluded that one of the most important obstacles to financing in all local bodies is the high cost of some projects, especially projects that have a relationship to sanitation, and that one of the most important obstacles is the imposition of conditions by the external financier on development projects. Among the most important recommendations reached by the study is the necessity to generalize the concept and the importance of sustainable development to society in terms of economic, social and environmental through programs and activities provided by local bodies, and the study also concluded that funding must be taken care of through its administration through an administrative unit for funding in the local body with participation With the local community. And the need for follow-up and evaluation of funding and for all projects established
