Abstract
This study aimed to identify the institutional performance of joint service councils for solid waste in Palestine between real-time and future by adopting the analytical approach. Questionnaires and interviews were used to test the hypothesizes of the study. The study was conducted during the period between 1st January 2019 to 30th July 2020. The study targeted the workers of joint service councils for solid waste management in Palestine, (15) councils reached out , (12) councils in the West Bank including (77) members, and (3) councils in Gaza strip including (19) members, so the total targeted is (96) individuals. The statistical program (SPSS) - statistical analysis program - was used to enter , analyze and verify the study inputs and questions. The study tool was presented to specialists of academics in the fields of Administration ,sustainable development and statistical analysis. The study concluded to a set of results. The following are most important obstacles facing the performance of joint service councils of solid waste management in Palestine; 1. Lack of funding for councils work and activities. 2. Insufficient fess of waste service collected from local councils. 3. No commitment of paying the fees which are required from the Local authorities against solid waste management. 4. Joint councils developed an integrated system of solid waste collection, transfer and disposal. 5. The formal authorities did not evaluate the performance of Joint service councils according to the national institutional approved plan for solid waste management. 6 No sufficient activities performed for the solid waste sorting , recycling and utilizing. The study presented the following recommendations to develop the work of Joint Service Councils for Solid waste management: Securing the fund required for the continuity of Solid Waste management , encourage the private sector in the investment of the solid waste recycling process, of JSCs internal legal frame work, systems and regulations , enhance the exchange of capacity building and experience between JSCs and other countries working in this field, developing the institutional systems of JSCs through development of internal strategic plans that matching and in line with the national strategic plan of solid waste management, Improving the mechanisms of citizen fees collection, solving the of conflict of interest of the members of JSC boards of directors since they have dual roles as beneficiaries & service providers, also solving the problem of power overlapping between ministries and formal bodies that following up the work of the Joint Service Councils. In the cooperation with Formal Palestinian legislation body, the study suggested the following to improve the work of JSCs for solid waste management; The revision of solid waste management fees to sustain and improve the process of solid waste management, initiating a standard complaints' system, activating penalties applied on the local councils that violate the national adopted rules for solid waste management and enhance the monitoring and evaluation system of local councils to make sure that they financially committed to the JSC for solid waste management .
