Abstract
The study aimed to identify the relationship of using of electronic systems in the human resources planning and performance appraisal. The study investigates an answer to the reality of the relationship of electronic systems to improve the performance of human resources department. It has focused on knowing the impact of these systems on the development of the two functions of human resources planning and operations of staff performance within organizations, the followed criteria in the Palestinian institutions and standards for the construction of electronic systems related to human resources departments, the challenges facing organizations when applying electronic systems and suggestions to overcome them. The study adopted the descriptive analytical method using the main study tool which is the questionnaire in addition to interviews and comparisons conducted with some institutions. The statistical analysis software (SPSS) was used in the study to reach the objectives and find the appropriate answers for the questions of the study. The study population consisted of human resources departments within the Palestinian private sector. The sample is random simple and consisted of various administrative levels in human resources department. The study concluded several outcomes the most prominent of which are: contribution of electronic systems to speed up taking management decisions related to planning of human resources, promoting electronic systems for integrative participatory management in the work of the Institution and Human Resources Department. Using electronic systems contributes to the improvement and development of the results of the planning processes in human resources departments. It confirmed that the process of planning human resources departments needs mergering between electronic systems and traditional methods when conducting planning. Moreover, information provided by electronic systems help in identifying the needs of the institutions of human resources and experts from various disciplines. In addition to that, the use of technology and electronic systems in the process of evaluation processes contributes to the provision of a database about staff, skills and guide their institutions towards treating weakness problems and failure aspects in the performance of staff to improve their efficiencies. It also reinforces strengthens confidence and objectivity in the results of the evaluation. It also contributes to quickly accomplish evaluations in high accuracy. It was also shown that the use of multiple electronic methods within the unit of human resources in the Palestinian institutions, such as the process of collecting data, information and process of quantitative analysis of information on the staff, د organization and chart for the quality of information facilitates understanding of the figures through a linear representation or chart information and links the data to various administrative departments to form a complementary element to carry out the planning process according to correct principles and criteria, and the recruitment process for new employees by identifying the needs of the institution for staff, and identifying departments that need them through the reporting system. It also shows that the Palestinian institutions are using electronic systems in the performance evaluation partially, The important results showed that technology availability does not constitute a technical obstacle for the Palestinian institutions, but the weakness of the potential availability of material (budgets) in institutions is one of the main obstacles to the development and use of technology and providing it effectively. Finally, in terms of international standards for building electronic systems, Palestinian institutions apply some criteria related to the process of planning and performance evaluation criteria. In the light of the results that have been reached, the study recommended a series of recommendations including: the adoption of using electronic systems in human resource planning process procedures due to their impact in accelerating management decisions for the department, and focusing on the use of electronic systems to promote integrative participatory management system more broadly in the work of institutions and the Human Resources Department. It also recommended to merge electronic systems and traditional ways upon conducting planning process and evaluating the performance of the human resources departments by relying on technology more broadly, application of electronic performance evaluation system in institutional business because of its effectiveness in measuring performance and in determining the needs of the institution to develop Human staff to serve the goals of the institution. Moreover; the study recommended the multiplicity of data and information collection methods about personnel and human staff with an emphasis on the use of electronic systems (multiplicity) to facilitate decision-making, address problems and overcome the management crises in the light of the specificity of the Palestinian situation. It also recommended the adoption of electronic systems effectively to predict future needs for human, non-human institutions, and the needed tools and the means to achieve it properly in the future . Finally, I recommend the need to provide budgets in private institutions to develop the use of technology and human cadre to be used effectively.
