Abstract
The study aimed to identify the reality of the organizational climate (organizational structure, communication style, technology used, participatory decision, leadership style), and its relationship with organizational behavior (perception, learning, motivation to work, attitudes towards work), the study community was workers in the Palestinian Ministry of Education (Ramallah and Al-Bireh Governorate) as a representative of the Palestinian government sector, the descriptive approach was followed, honesty and consistency tests were conducted on an exploratory sample of thirty individual from outside the study sample, the study was conducted on a random sample consisting of (112) persons, where The study tool (questionnaire) was distributed to them and (109) questionnaires valid for analysis were used. Descriptive statistics were used through the Statistical Analysis Program (SPSS, V.26) in analyzing the results, the study came up with several results, the most important of which are the following: The organizational climate in the Ministry of Education came with a high degree, the most important areas contributing to improving the organizational climate, respectively, were information technology, communication style, organizational structure with a high degree, Then the participatory decision, leadership style with an average degree. The results also showed that the organizational behavior of employees in the Ministry of Education came with a high degree, learning came first followed by awareness with a high degree, then motivation for work and attitudes towards work with an average degree. The results also showed a significant correlation between the organizational climate and organizational behavior, and that the change in the level of the organizational climate explains 57.4% of the change in organizational behavior in the Palestinian Ministry of Education. It was also found that the increase in the level of organizational climate by one unit leads to an increase in the level of organizational behavior by 0.85 units. And that the organizational structure explains (0.497) of the variance that occurs in the organizational behavior, the communication pattern explains (0.366) of this variation, that the information technology explains (0.391) of the variance, and the leadership style explains (0.376). As for 2 the participatory decision, it explains (0.428) of the variation in organizational behavior of the Ministry of Education employees, according to the opinions of the sample. The study also showed that there is no effect of the control variables (gender, age, job title, educational qualification) on the averages of the responses of the sample examined about each of the two axes of the organizational climate and organizational behavior or their dimensions, while it was found that there was an effect for years of experience on the axis of the organizational climate, and each of Organizational behavior dimensions (learning, attitudes towards work), and it was found that the differences in the respondents' answers about the organizational climate were between the two categories (less than 5 years, and from 5- less than 10 years) in favor of the group less than 5 years. And the two categories (from 5 years to less than 10 years, 15 years or more) in favor of the category (15 years and over), and the two categories (from 10 to less than 15 years, and 15 years or more) in favor of the category 15 years and over. As for the axis of organizational behavior, the differences in the field of learning were between the two categories (from 10 - less than 15 years, and 15 years or more) in favor of the group (15 years or more). In other words, the most experienced staff are the most affected by learning. The differences in the respondents' response rates about the field (attitudes towards work) for workers in the Ministry of Education between the category (less than five years, and the remaining groups) and in favor of the group less than five years. Based on the results of the analysis, the study reached several recommendations, the most important of them are: Greater work by officials in the ministry to develop and strengthen human relations and participatory work in a manner that ensures the participation of all workers in planning and decision-making, especially with regard to their work tasks, and the need to develop leadership skills among the categories of department managers Heads of units and general managers for the purpose of adopting attractive leadership patterns for workers, and the necessity of setting programs and holding meetings and seminars that aims to unifying concepts and transferring information and knowledge between the higher and lower classes in the ministry's career hierarchy, in order to reach harmonious concepts about the mechanisms of implementing the ministry’s work and achieving its goals, and the necessity Benefiting from the proportions of the contributions of the organizational climate domains to improve the organizational behavior in the ministry and work to raise these percentages by qualifying the areas that need rehabilitation, the need to pay attention to qualifying the skills and knowledge of the young generation and prepare it to assume leadership positions in the ministry and exploit its attitudes towards work and their enthusiasm for it
