Abstract
هدفت هذه الدراسة إلى تحديد أثر اللامركزية الإدارية بأبعادها في الدراسة التي تشمل (التفويض، التمكين، الاتصال)، على التنمية المحلية في الهيئات المحلية في الهيئات الجنوبية الفلسطينية بأبعادها في الدراسة.
وقد استخدمت الدراسة المنهج الوصفي التحليلي لاختبار الظاهرة ووصف طبيعتها وتوضيح العلاقة بين هذين المفهومين، واستخدمت الدراسة كلا من أداة الاستبانة والمقابلة لجمع البيانات الأولية، وقد تم تطبيق أداة الاستبانة على مجتمع الدراسة، والذي تكوّن من (110) موظف يعملون في الإدارة العليا والوسطى، وقد تم استرداد (81) استبانة بنسبة استرداد (73.6%)، استخدمت لأغراض التحليل، بينما تم الاعتماد على (5) مقابلات مع أعضاء لجان الاحياء.
وقد توصلت الدراسة إلى مجموعة من النتائج كان من أهمها وجود أثرٍ معنوي إيجابي ذي دلالة إحصائية للامركزية الإدارية على التنمية المحلية في الهيئات المحلية بالمحافظات الجنوبية الفلسطينية، حيث حصل بعد التمكين على ما نسبته (66.0%)، بينما لم تظهر نتائج الدراسة وجود أثرٍ معنويٍّ لبعدي التفويض والاتصال على التنمية المحلية في الهيئات المحلية بالمحافظات الجنوبية الفلسطينية، كما أظهرت النتائج عدم وجود فروق ذات دلالة إحصائية في استجابات المبحوثين حول اللامركزية الإدارية والتنمية المحلية وفقاً للمتغيرات الديمغرافية.
وأوصت الدراسة بضرورة تعزيز اللامركزية الإدارية في الهيئات المحلية من أجل تمكينها من القيام بدور فعال في التنمية المحلية، بالإضافة إلى التوصية بضرورة تعزيز الشراكة بين مؤسسات المجتمع المدني والهيئات المحلية من أجل دعم جهود التنمية في المجتمع المحلي الفلسطيني.
The study aimed to determine the effect of administrative decentralization with its dimensions in the study that includes (delegation, empowerment, communication) on local development in local bodies in the southern Palestinian bodies with their dimensions in the study.
The study used the descriptive analytical method to examine the phenomenon, describe its nature and clarify the relationship between these two concepts, The questionnaire study population consisted of (110) employees working in senior and middle management, (81) were recovered by recovery rate (73.6%), while relied upon (5) interviews with members of neighborhood committees, a number (5) were conducted.
The study reached a set of results, the most important of were: There is a positive, statistically significant, effect of administrative decentralization on local development in local bodies in the southern Palestinian governorates, Empowerment dimension obtained a percentage of (66.0%), while other results did not show a significant effect of the two dimensions of delegation and communication on local development in local bodies in the southern Palestinian governorates, The results also showed that there were no statistically significant differences in the responses regards to administrative decentralization and local development according to demographic variables.
The study recommended the necessity of strengthening administrative decentralization in local bodies in order to play an effective role in local development, in addition to recommending the need to strengthen the partnership between civil society institutions and local bodies in order to support development efforts in Palestinian community.
