Abstract
أجريت هذه الدراسة خلال الفترة الواقعة ما بين شهر نيسان 2022 وشهر ايار 2022، وتمحورت الدراسة حول تقييم المشاريع المقدمة لوزارة التنمية الإجتماعية في مجال تمكين المراة إقتصاديا في مدينة رام الله 2014-2018، من خلال إستخدام معايير التقييم الخمسة( الملائمة، الكفاءة، الفعالية، الإستدامة ، الأثر) ، ومن اجل تحقيق أهداف الدراسة فلقد إتجهت الباحثة لإجراء تقييم نهائي لمختلف المشاريع المقدمة للمرأة في مجال تمكينها إقتصاديا في مدينة رام الله خلال الفترة الواقعة من العام 2014-2018،. حيث مثل مجتمع الدراسة الرئيسي المستفيدات المباشرات من المشاريع.
إتبعت الدراسة طريقة المنهج الوصفي بإستخدام الأسلوب التحليلي، كما وإتبعت أسلوب المسح الشامل لأفراد ومجتمع الدراسة. تم تحليل البيانات بطريقة وصفية، وتم الإستعانة بالمصادر الأولية والثانوية للمعلومات،و تم تحليل البيانات بإستخدام البرنامج الإحصائي للعلوم الإجتماعية(SPSS)، وقد تبين للتحليل أن نتيجة تقييم المشاريع التي تم تنفيذها كانت ملائمة للفئات المستهدفة بدرجة متوسطة وبنسبة 60.4%، كما كانت كفاءة المشاريع التي تم تنفيذها بدرجة متوسطة بنسبة 57.2% وهي بدرجة متوسطة، وكانت فاعلية المشاريع بتقدير 57.0% بدرجة متوسطة، وكانت إستدامة المشاريع 57.8% بدرجة متوسطة، بينما كان أثر المشاريع 56.5% بدرجة متوسطة.
كما اظهرت النتائج انه لايوجد فروق ذات دلالة إحصائية في إستجابات عينة الدراسة لتقييم المشاريع المقدمة لوزارة التنمية الإجتماعية في مجال تمكين المرأة إقتصاديا في مدينة رام الله 2014-2018 تعزى لمتغيير الفئة العمرية، و الجهة المانحة،الحالة الإجتماعية، مصدر الدخل، طبيعة المشروع،عدد
افراد الأسرة.. كما ايضا يوجد فروق ذات دلالة إحصائية في إستجابات عينة الدراسة لتقييم المشاريع المقدمة لوزارة التنمية الإجتماعية في مجال تمكين المرأة إقتصاديا في مدينة رام الله 2014-2018 تعزى لمتغيير السكن، المؤهل العلمي، متغير الدخل بالشيكل،حجم رأس المال، عدد العاملين في المشروع.
لخصت الدراسة مجموعة من التوصيات أهمها: ضرورة الإهتمام بإجراء تقييم ومتابعة شاملة وكاملة لكافة المشاريع المنفذة للمرأة في مجال تمكينها إقتصاديا في مختلف المناطق التي يتم تنفيذها مخصصة للمرأة وذلك لقياس الملائمة والكفاءة والإستدامة والأثر، وضرورة الإهتمام لمعيار الأثر من قبل وزارة التنمية الإجتماعية والممولين من المنظمات الدولية في المشاريع المساهمة في تحقيق نمو إقتصادي والحد من الفقر للمرأة في مجتمعها.

Conducted between April 2022 and May 2022, the study focused on evaluating projects submitted to the Ministry of Social Development in the field of economic empowerment of women in Ramallah between the period of 2014-2018, using the five evaluation criteria (appropriate, efficiency, effectiveness, sustainability, impact). IN order to achieve the objectives of the study. The researcher conducted a final assessment of the various projects offered to women in the field of economic empowerment in Ramallah during the period 2014-2018. The main study community represented the direct beneficiaries of the projects. The study followed the descriptive method.
The comprehensive survey of the study was designed, including a five-key questions to include demographic information. The data were analysed in a descriptive manner, and the primary and secondary sources of information were used. The data were analysed using the Statistical Program for Social Sciences (SPSS), and the analysis found that the result of evaluating the projects implemented was appropriate for the target groups to an average degree of 60.4%, as well as the efficiency of projects implemented at an average rate of 57.2% are moderate, project efficiency was an average of 57.0%, project sustainability was 57.8% moderate, while the impact of projects was 56.5% moderately.
The results also showed that there are no statistically significant differences in the responses of the sample study to evaluate the projects submitted to the Ministry of Social Development in the field of women's economic empowerment in Ramallah 2014-2018 due to the change of age group, donor, social status, source of income, nature of the project, number of family members.

The study concluded with a set of recommendations, the most important of which are: the need to pay attention to a comprehensive and complete evaluation and follow-up of all projects implemented for women in the field of economic empowerment in the various areas implemented for women in order to measure the appropriateness, efficiency, sustainability and impact, and the need to pay attention to the criterion of impact by the Ministry of Social Development and funded by international organizations in projects contributing to economic growth and poverty reduction for women in their society.
