Abstract
هدفت الدراسة إلى معرفة دور تسوية الأراضي والمياه في تعزيز مليكة النساء للأراضي من وجهة نظر النساء المغتربات في قرى شرق رام الله، ولتحقيق أهداف الدراسة استخدم الباحث المنهج الوصفي التحليلي، وقام بتصميم استبانه تضمت (37) فقرة موزعة على ثلاث محاور، تضمن المحور الأول واقع أعمال التسوية قبل حلول إجراءات أعمال التسوية، أما المحور الثاني فتعلق بواقع أعمال التسوية في ظل إجراءات أعمال التسوية، أما المحور الثالث فتعلق بأثر التسوية وتسجيل ملكية الارض للنساء المغتربات، وتمتعت بدرجة ثبات للدرجة الكلية للمحور الاول (0.92)، وللمحور الثاني (0.88)، وللمحور الثالث (0.86)، وتكون مجتمع الدراسة من جميع النساء المغتربات في قرى شرق رام الله، واستخدم الباحث اسلوب العينة القصدية في قرى شرق رام الله والبالغة (14) قرية، وتمكن الباحث من استهداف عدد (120) أمرأة وزعت عليهن الاستبانة الميدانية، وبلغ حجم العينة النهائي 95 أمرأة مثلن المجتمع المستهدف.
توصلت الدراسة إلى أن الدرجة الكلية لواقع أعمال تسوية الأراضي قبل حلول إجراءات أعمال التسوية عالية، كما أن الدرجة الكلية لواقع أعمال تسوية الأراضي في ظل إجراءات أعمال التسوية عالية، كما تبين أن الدرجة الكلية لأثر التسوية وتسجيل ملكية الارض للنساء المغتربات عالية، وتبين وجود أثر ذو دلالة احصائية لإجراءات أعمال تسوية الأراضي والمياه في تثبيت مليكة الأراضي. كذلك تبين عدم وجود فروق في آراء المبحوثات حول دور أعمال تسوية الأراضي والمياه في تثبيت مليكة الأراضي في قرى شرق رام الله تعزى لمتغيرات (العمر، الحالة الاجتماعية، المستوى التعليمي، عدد أفراد الاسرة، طريقة التملك).
واوصت الدراسة بتسريع وتيرة إنجاز التسوية ومضاعفة الجهود لتحقيق الهدف المرجو وهو تسوية كامل الاراضي الفلسطينية. تحديد إجراءات ووضع معايير واضحة ومفصلة يتم من خلالها تحديد رسوم التسوية على المواطنين لجميع الهيئات المحلية، تصميم برامج موازية من قبل القطاع المصرفي لتقديم تسهيلات ميسرة لأصحاب الأراضي المسجلة حديثا لإطلاق استثمارات إنتاجية، تكثيف الجهود لتوعية المواطنين بأهمية التسوية والفائدة التي تقدمها للمواطن لما يحمل ذلك من أهمية لتحفيز المواطنين على المشاركة والتعاون في مشروع التسوية.
The study aimed to identify The role of land and water settlement in promoting women's land ownership: A study of the views of expatriate women in villages east of Ramallah. To achieve the study's objectives, the researcher used the descriptive analytical approach and designed a questionnaire containing (37) paragraphs distributed over three axes. The first axis included the reality of settlement works before the settlement procedures were implemented. The second axis related to the reality of settlement works under the settlement procedures. The third axis related to the impact of settlement and land ownership registration for expatriate women. The total score for the first axis was (0.92), for the second axis (0.88), and for the third axis (0.86). The study population consisted of all expatriate women in the villages of East Ramallah. The researcher used the intentional sampling method in the villages of East Ramallah, which amounted to (14) villages. The researcher was able to target (120) women to whom the field questionnaire was distributed. The final sample size was 95 women, representing the target population. The study found that the overall score for the reality of land settlement activities prior to the implementation of the settlement procedures was high, and that the overall score for the reality of land settlement activities during the settlement procedures was also high. The overall score for the impact of settlement and land ownership registration for expatriate women was also high, and a statistically significant impact of land and water settlement procedures on land ownership was demonstrated. Furthermore, no differences were found in the respondents' opinions regarding the role of land and water settlement activities in land ownership in the villages east of Ramallah attributable to variables (age, marital status, educational level, number of family members, and ownership method). The study recommended accelerating the pace of settlement completion and redoubling efforts to achieve the desired goal of settling all Palestinian lands. It also recommended defining procedures and setting clear and detailed criteria through which settlement fees are determined for citizens in all local authorities. It also recommended designing parallel programs by the banking sector to provide easy facilities for newly registered landowners to launch productive investments. It also recommended intensifying efforts to raise citizens' awareness of the importance of settlement and the benefits it provides, given its importance in motivating citizens to participate and cooperate in the settlement project.
