Abstract
هدفت الدراسة إلى معرفة واقع الإدارة الاستراتيجية وأثرها في فاعلية إدارة الأزمات التي تواجه البلديات الفلسطينية دراسة حالة: بلديات رام الله، والبيرة، وبيتونيا.
مشكلة الدراسة أصبحت البلديات تعاني من الأزمات المتراكمة في ظل التطور التكنولوجي الكبير على المستوى العالمي، وتعتبر بلديات رام الله، والبيرة، وبيتونيا من البلديات الفلسطينية التي تعرضت للعديد من الازمات عبر الزمن ،وتبينوجود عديد من المشكلات والعقبات التي تواجه البلديات في تقديم خدماتها للجمهور، بالرغم من المجالات الحثيثة التي تقوم بها البلدية لتطوير أدائها، ومواكبة التطورات العلمية والتكنولوجية المتسارعة واستخداماتها لإيجاد حلول علمية قابلة لتنفيذ كثير من المشكلات والأزمات التي تراكمت عبر السنين،وقام الباحث بتصميم استبانة تضمنت (69) فقرة موزعة على محورين، تضمن المحور الأول الإدارة الإستراتيجية وتضمن أربعة أبعاد وهي: ( التحليل الإستراتيجي، والتخطيط الإستراتيجي، والتنفيذ، والرقابة )، أما المحور الثاني فتعلق بإدارة الأزمات وتضمن خمسة أبعاد وهي: (الإنذار المبكر، والاستعداد والوقاية، واحتواء الأضرار والحد منها، واستعادة النشاط، والتعلم )،واستخدم الباحث المنهج الوصفي التحليلي الارتباطي في هذه الدراسة للحصول على المعلومات المتعلقة بموضوع الدراسة، ويتكون مجتمع الدراسة من جميع العاملين وموظفي بلديات رام الله، والبيرة، وبتونيا البالغ عددهم (680) موظفا وموظفة حسب ما تم الحصول عليه من بيانات عن الموظفين من البلديات نفسها لعام 2024 / 2025، واختيرت عينة مقصودة بهدف إجراء دراسة استطلاعية شملت (40) من العاملين وموظفي البلديات في رام الله، والبيرة، وبيتونيا، واختيرت بطريقة العينة العشوائية الطبقية،وبلغ عددهم (130) شخصا، وقد وُزّعت الاستبانات على عينات الدراسة إلكترونيا، واسترد (122) من المجيبين وخضعت للتحليل الإحصائي .
توصلت الدراسة إلى جملة من النتائج من أهمها: أن الدرجة الكلية لواقع إدارة الاستراتيجية لدى البلديات رام الله،والبيرة، وبيتونيا كانت مرتفعة بمتوسط حسابي كلي بلغ (3,78)، وبانحراف معياري ( 0,95)، وبنسبة مئوية ( 76%)، وبدرجة تقديرها مرتفع، وأن الدرجة الكلية لواقع إدارة الأزمات في بلدية رام الله، والبيرة، وبيتونيا كانت مرتفعة بمتوسط حسابي كلي بلغ (3,77) وانحراف معياري قدره (0,97)، بنسبة مئوية قدرها (76%)، وبدرجة تقديرها مرتفع،وتسعى البلديات إلى التميز في إدارة الأزمات، وذلك من خلال التركيز على مراحلها: (مرحلة الإنذار المبكر، ومرحلة احتواء الأضرار والحد منها، ومرحلة استعداد النشاط، ومرحلة التعلم )، وتعد إدارة الأزمات ذات أهمية كبيرة في البلديات حيث إنهاتسهم في توفير الوسائل للتعرف إلى العقبات التي تواجه البلديات في حالة ظهورها .أن البلديات أعطت أهمية كبيرة للإدارةالاستراتيجيةمن أجل تحقيق أهداف الخطة التنموية، حيث ركزت على مواجهة الأزمات من أجل التخفيف من حدوثها .أن اهتمام البلديات بمعالجة الأزمات ومواجهتها للتخفيف من حدوثها لتقديم أفضلالخدمات للمواطنين، وذلك من خلال التخطيطالاستراتيجي.وجود فاعلية كبيرة في تطبيق الإدارة الاستراتيجيةفي البلديات وأثر فاعليتها في مواجهة إدارة الأزمات والحد منها .أنهلا يوجد علاقة معنوية طردية ذات دلالة عند مستوى(α≤0.05) بين الإدارة الاستراتيجيةو إدارة الأزمات التي تواجه بلديات رام الله، والبيرة، وبيتونيا . أن بلديات رام الله، والبيرة، وبيتونيا تلتزم بشكل كبير بتحليلالاستراتيجيةبدرجة مرتفعة، بالاستفادة من تجارب البلديات الأخرى، ما يدل على التعاون والتعلم من البلديات الأخرى التي لا تزال في تطور مستمر . أن بلديات رام الله، والبيرة، وبيتونيا تحقق مستوى مرتفعا في التنسيق مع الجهات الخارجية المتخصصة بالأزمات المحتملة، ما يعكس استعدادا جيدا لمواجهة الأزمات .أن بلديات رام الله، والبيرة، وبيتونيا تمتلك منهجيات واضحة لإعداد الأنظمة المتعلقة بالتنفيذ، ومع ذلك يظهر أن تنفيذ البرامج الخاصة بأنشطة البلدية قد لا يكون بالكفاءةنفسها، وهو ما قد يشير إلى تحديات تنفيذ الأنشطة على أرض الواقع .أن بلديات رام الله، والبيرة، وبيتونيا تولي أهمية كبيرة في مجال الإنذار المبكر، حيث تضع معايير محددة لرصد الإنذارات المبكرة.أن البلديات الفلسطينية تواجه تحديات كبيرة تتعلق بالموارد والإمكانات المحدودة، ما يعوق قدرتها على التعامل مع الأزمات بشكل فعال، ومن المهم تحسين هذه الجوانب من خلال زيادة الدعم الحكومي وتوفير موارد إضافية، بالإضافة إلى تعزيز التعاون بين البلديات والجهات الحكومية لتوفير بيئة دعم قوية .
وبناء على النتائج أعلاه خرجت الدراسة بمجموعة من التوصيات أبرزها ضرورة الاهتمام بمراحلالاستراتيجيةبإدارة الأزمات في بلديات رام الله، والبيرة، وبيتونيا بشكل أكبر من خلال توفير مخصصات مالية خاصة فيها، وضرورة الاهتمام بمراحل إدارة الأزمات في محاولة منع وقوع الأزمات وتجنب أكبر قدر ممكن من الأضرار التي تسببها بلديات رام الله، والبيرة، وبيتونيا، واعتماد أنظمة وبرامج إستراتيجية لتحليل الأزمات المحتملة التي تواجه بلديات رام الله، والبيرة، وبيتونيا، وتأسيس فريق إدارة الأزمات بشكل دائم،ومنحه صلاحيات كبيرة لتأدية مهامه في بلديات رام الله، والبيرة، وبيتونيا، وإيجاد بدائل في الأزمات التي تتعرض لها بشكل متكرر،واختيار الأفضل في بلديات رام الله، والبيرة، وبيتونيا، وضرورة التدريب بشكل مستمر للعاملين في البلديات في محافظة رام الله والبيرة وبيتونيا وعمل سيناريوهات للأزمات المحتملة في بلديات رام الله، والبيرة، وبيتونيا، والاهتمام بعملية الإدارة الاستراتيجية بشكل أكبر،ورفع مشاركة العاملين في بلديات رام الله، والبيرة، وبيتونيا، ويجب صياغة آلية عمل بلديات رام الله، والبيرة، وبيتونيا بشكل سليم لمواجهة الأزمات المحتملة، وضرورة الربط بين الإدارة الاستراتيجية وإدارة الأزمات في البلديات الفلسطينية، وتعزيز عمليات تطوير الإدارة الإستراتيجية في مواجهة تحديات إدارة الأزمات بصورة دورية ومستمرة ومستدامة، ما يسهم في تقديم الخدمة للمواطنين بأقل وقت وجهدمن قبل البلدية.

The study aimed to learn about the realities of strategic management and its impact on the effectiveness of crisis management facing Palestinian municipalities. The municipalities of Ramallah, El-Bireh and Petunia are Palestinian municipalities that have experienced many crises over time. and found many problems and obstacles faced by municipalities in providing services to the public, Despite the diligent dimensions of the municipality's performance development and to keep abreast of accelerating scientific and technological developments and their use to find feasible scientific solutions to many of the problems and crises that have accumulated over the years, The first dimension included strategic management and included four dimensions: (Strategic analysis, strategic planning, implementation, and oversight) The second dimension concerns crisis management and includes five dimensions: (early warning, preparedness, and prevention, containment, and mitigation of damage, restoration of activity, and learning) study ", the researcher used the correlative analytical descriptive curriculum in this study to obtain information on the topic of the study. The study community comprises all the Ramallah El-Bireh, and Petunia municipal workers and staff. (680) staff and female staff according to data obtained on employees from the same municipalities for 2024/2025, and selected an intended sample for a survey (40) workers and municipal staff in Ramallah, El-Bireh, and Petunia, selected and numbered by random caste sample 130 persons, and questionnaires were distributed to study samples electronically, recovered 122 respondents and underwent statistical analysis. The study found a number of findings, the most important of which being: that the overall degree of strategic management in the municipalities of Ramallah, El-Bireh and Petunia was high with a total average calculation of 3.78 and a standard deviation (0.95), with a percentage (76%), with a high rating, and that the overall degree of crisis management in Ramallah, El-Bireh and Petunia was high with a total average calculation of (3.77) and a standard deviation of (0.97), with a percentage ratio of (76%), at a high rating, municipalities seek excellence in crisis management by focusing on their stages: (early warning phase, damage containment and mitigation phase, activity readiness phase, learning phase) and crisis management is of great importance in municipalities as it contributes to providing the means to identify obstacles faced by municipalities if they arise, that municipalities have attached great importance to strategic management in order to achieve the goals of the development plan, focusing on addressing crises in order to mitigate them, , The municipalities' interest in addressing and responding to crises to mitigate their occurrence to provide better services to citizens, through strategic planning, there is considerable effectiveness in applying strategic management in municipalities and the impact of its effectiveness in coping with crisis management and reduction, that there is no significant moral and expulsive relationship at the level of (α≤0.05) Between strategic management and crisis management facing the municipalities of Ramallah, El Bireh and Petunia, the municipalities of Ramallah, El Bireh and Petunia are highly committed to analyzing the strategy, drawing on the experiences of other municipalities, Evidence of cooperation and learning from other municipalities that are still in constant development, that the municipalities of Ramallah, El Bireh and Petunia achieve a high level of coordination with external crisis specialists,, reflecting a good preparedness for crises, that the municipalities of Ramallah, El Bireh, and Petunia have a strong capacity to control crises as they occur rapidly, the municipalities of Ramallah, El-Bireh, and Petunia possess clear methodologies for the preparation of regulations on implementation, However, it appears that the implementation of programs for municipal activities may not be as efficient on the ground ", which may indicate the challenges of implementing activities on the ground, The municipalities of Ramallah, El-Bireh, and Petunia attach great importance to the early warning dimension in which it establishes specific standards for monitoring early warnings and specialized systems are available, capacity to deal effectively with crises. It is important to improve these aspects through increased government support and additional resources, as well as strengthening cooperation between municipalities and government agencies to provide a strong support environment. Based on the above findings, the study produced a series of recommendations, notably the need for attention to the strategic stages of crisis management in Ramallah's municipalities. And El-Bireh and petunia, through the availability of special financial allocations and the need to take care of crisis management stages in trying to prevent crises and avoid as much damage as possible caused by Ramallah's municipalities, El-Bireh, Petunia, Strategic Systems and Programs to Analyze Potential Crises Facing the Municipalities of Ramallah, El Bireh and Petunia, and Establish the Crisis Management Team Permanently, and to give him substantial powers to perform his duties in the municipalities of Ramallah and Al-Bireh and Petunia, and the creation of alternatives in the crises to which it has been repeatedly exposed and the need for continuous training of municipal workers in Ramallah and El-Bireh governorate and for scenarios for potential crises in Ramallah municipalities Al-Bireh, Petunia, greater attention to the strategic management process and increased participation of workers in the municipalities of Ramallah The mechanism for the work of the municipalities of Ramallah and El-Bireh must be formulated.
