This may contribute to enhance the competitiveness of the university and to increase the demand of enrollment not only in the West Bank but also in occupied territories (1948) . In order to achieve this goal, the study seeks to identify the most important obstacles that limit the recruitment of students to join Al-Quds University, evaluate the mechanisms that are used by the university regarding managing the grants and loans, follow up with students after graduation, helping them to find job opportunities and enhance students’ competitiveness. The study will also seek to identify the guiding methods used to provide the students with the necessary skills for the labor market and trying to come up with an effective proposed strategy to develop mechanisms for managing grants and loans as well as following up with students after their graduation. To achieve the objectives of the study, the descriptive exploratory approach was used. Therefore, a questionnaire was designed for students to obtain the necessary data for this study, and it was distributed to the (study community) consisting of Al-Quds University senior students in vocational colleges ;(2206) male and female students, and it was a random sample. It included (318) male and female students from the study community, and after collecting the data, it was processed statistically using the SPSS program, and the deans of the faculties of Al-Quds University were interviewed and their answers were analyzed using the VRIO model. The study reached several results, the most important results are: One of the most important obstacles that may limit the enrollment at Al-Quds University is the geographical location of the university as well as the installment system of the university; When the mechanisms of collecting information in order to improve the quality of the granted grants becomes more, the attention of increasing number of grants offered to students becomes less. Also, the more students feel satisfied about their obtaining grants, there is a less interest in increasing the number of grants. Moreover, the main reason for choosing Al-Quds University is related to the families’ poor income. There is an inverse relationship between the university’s willingness to select useful data and the exclusion of unnecessary data before processing it and the need for accuracy of the data that students see regarding grants, as it has become clear and useful, and the greater the privileges for those with creative and creative ideas, the keener the university is to select the data that is useful for it and exclude the useless data before processing it. Also, the more follow-up by the academic department, the lower the costs of the university's communication with students. The most important recommendations were the development for the follow-up plans for the graduates and creating communication channels in order to expand the network of relations and work on training and communicating with them to create suitable job opportunities for the graduates. Also, to develop a controlling system for scholarships offered to students, and this guarantees the distribution of grants in an equal way to see students’ satisfaction. Working on development plans that reflect the university’s mission and goals, this depends on making improvements and increase its competitive advantage for managing grants and loans.
