Abstract
The study deals with the endless questions that always raised by many educated
Arabs , who oppose the domination of the United States in the Middle East in
particular , and the world in general. Among these questions, that deals with the
reasons behind the American aids to Egypt which considered to be the largest after
Israel. The study tries to prove or not the hypothesis that the American Egyptian
relation is not built on equal basis , and that American has the full influence on the
Egyptian foreign policy.
The study is important because Egypt plays an important and effective role in the
regional and international affairs that related to Middle East, and to its foreign
policy. The study also aims to clarify the connection between forming the foreign
policy and the Economical aids in countries that receive aids , especially what is
related to Israeli- Arab conflict and peace process.
The study covers the American – Egyptian relation for the period of 1980- 2000
and focuses on the dimensions and effects of the American aids and supports on
forming the Egyptian foreign policy. The study tackles the influence of economical
variable on forming of foreign policy in countries that receive aids and supports.
The methodology of the study is an analytical and historical one , because of the
need for both, the historical method traces the aides from its beginning and
comparing it with the existing status of aids before Camp David agreement, in
addition to analyzing the reasons for adopting certain attitudes either internally or
externally.
The analytical method deals with the data related to economical aids, supports and
loans by clarifying the percentage of each item, and the field in which its spent
connecting these with the Egyptian political attitudes, and finding out whether the
Egyptian American relation was built on the equal bases.
The study results reflect that the dependency of Egypt on America is not stable
and it varies from time to time. The aids comes first then trade and investment
follows, the cost of these aids was very high since its connected strongly with the
peace process, and selling of the public sector and supporting the private one.
Which increases the American and Israeli influences on Egypt and create a new
economical standards. Such standards create a new Egyptian elites who benefited
from privatization and support the American- Egyptian relation.
The study concludes that democracy and adopting national political principles ,
and national security standards are the pillars of foreign policy that might face the
affection internally , and externally. To come out of the bottle neck, the national
sovereignty should be the adopted believe to avoid the external domination, in
addition to constructing an Arab unity that might create a national income that will
be able to face the globalization challenges which allows US to interfere in the
regional affairs , in addition to adopting democracy and respecting human rights
throughout the Arab World that rejects partition and tends towards unity either
in the internal or external affairs.
