The study aimed to identify the level of orientation of civil society organizations in the southern Palestinian governorates towards smart organizations, and to reveal the level of organizational development. It also aimed to demonstrate the relationship and effect of the trend towards smart organizations in organizational development, and to identify whether there are differences in the responses of the sample members towards the smart organization’s level and organizational development that are attributed to the demographic variables: (gender, age, years of service, educational qualification, place of residence, job title, geographical scope of the organization's work). To achieve the aims of the study; The researcher employed the descriptive and analytical approach, and the questionnaire was used as a main tool for data collection. Through the exploratory sample, the validity and reliability of the study tool was verified, whereas the actual sample was consisted of (205) employees from the upper and middle management, according to the Census method. Thus, about (188) questionnaires were recovered, at a rate of (91.7%). The researcher used the Statistical Package for the Social Sciences (SPSS) to analyze the collected data. The study reached several results, the most important of which are: The degree of the study sample approval on the approach of civil society organizations in the southern governorates towards smart organizations reached (78%), and this means a high degree of approval by the sample members. The results also showed a high estimate in each of (reaching the goal, understanding the environment, transferring resources, building collective intelligence, generating strategic alternatives (82%, 74%, 78.4%, 79% and 76.2%) respectively in civil society organizations in the southern governorates. As for the organizational development in civil society organizations in the southern governorates, the relative weight has reached (79%), and this indicates great agreement by the respondents. It was also found that (73.5%) of the variation in organizational development is due to the change in (transfer of resources, building collective intelligence, and generating strategic alternatives) that fall under smart organizations, whereas the rest is due to other factors. Also, there is also a positive correlation between smart organizations and organizational development for workers in the upper and middle management of civil society organizations in the southern governorates. For instance, the value of the Pearson correlation coefficient was (0.828) with a significance level of (0.000) which is less than 0.05. The most important recommendations were the necessity of adopting monitoring and evaluation units in civil society organizations, creating a healthy and cooperative environment in the work environment to enhance harmony and creativity among workers, working to develop human capital in civil society organizations, activating the work team and involving it in the decision-making and planning processes as it is the basis for the process of change towards an intelligent organization
