Abstract
هدفت الدراسة إقتراح سياسات تربوية لتحقيق الميزة التنافسيّة في الجامعات الفلسطينية في ضوء مبادئ تدويل التعليم العالي. ولتحقيق أهداف الدراسة، تمّ استخدام المنهج الوصفي التّطويري. وتكوّن مجتمع الدّراسة من جميع القيادات الاكاديمية في الجامعات الفلسطينية، والبالغ عددهم (658) قيادياً، وتمّ اختيار العينة بالطريقة العنقوديّة العشوائية، وقد بلغ عدد أفرادها(247) قياديًّا، كما تم استخدام الاستبانة كأداة لجمع البيانات. أشارت نتائج الدراسة إلى أنّ درجة توافر متطلبات الميزة التنافسية في الجامعات الفلسطينية في ضوء مبادئ تدويل التعليم العالي جاءت متوسطة. وأنّه لا توجد فروق ذات دلالة إحصائية عند مستوى الدلالة (0.05=α) في تقديرات أفراد عينة الدراسة لدرجة توافر متطلبات الميزة التنافسية في الجامعات الفلسطينية في ضوء مبادئ تدويل التعليم العالي تُعزى لمتغيرات نوع الجامعة، والمركز الوظيفي، والرتبة الأكاديمية، والخبرة. وفي ضوء النتائج التي أَفضَت إليها الدراسة، اقترحت الباحثة سياسات تربوية لتحقيق الميزة التنافسية في الجامعات الفلسطينية في ضوء مبادئ تدويل التعليم العالي، تكوّنت من ستة مجالات ومؤشّرات لقياسها، وتأكدت من مدى ملاءمتها، وأوصت وزارة التعليم العالي والبحث العلمي والجامعات الفلسطينية بتبنّيها.
The study aimed to propose educational policies to achieve competitive advantage in Palestinian universities in light of the principles of internationalization of higher education. To achieve the objectives of the study, the descriptive developmental methodology was used. The study population which numbered (658) consisted of all academic leaders in Palestinian universities, and the sample was selected using the random cluster method, and the number of its members reached (247) leaders. The questionnaire was also used as a data collection tool. The results of the study indicated that the degree of availability of competitive advantage in Palestinian universities in light of the principles of internationalization of higher education was moderate. There were no statistically significant differences at the level of significance (α = 0.05) in the estimates of the study sample subjects for the degree of availability of competitive advantage in Palestinian universities in light of the principles of internationalization of higher education attributed to the variables of university type, job position, academic rank, and experience. In light of the results revealed by the study, the researcher proposed educational policies to achieve competitive advantage in Palestinian universities in light of the principles of internationalization of higher education, which consisted of six domains and indicators to measure them. The researcher verified their suitability, and recommended that the Ministry of Education and Palestinian universities adopt them.
