| dc.description.abstract | هدفت هذه الدراسة معرفة دور محافظة أريحا والأغوار في تعزيز القدرة التنافسية في مشروعات الأعمال الصغيرة والمتوسطة، وذلك من حيث دور إجراءات المحافظة في زيادة الإقبال على المنتوجات، ودورها في الإجراءات الحكومية والقانونية، ودورها في تنظيم هيكلية الأسواق، وهدفت أيضاً إلى الكشف عن مدى رضا أصحاب المشروعات الاقتصادية الصغيرة والمتوسطة عن دعم المحافظة ومساندتها لهم. وقد تكون مجتمع الدراسة الذي يتكون من جميع المشروعات الاقتصادية القائمة في محافظة أريحا والأغوار، والتي يبلغ عددها (852) يعمل فيها (4,647) عاملاً وعاملة، وتمّ اختيار عينة الدراسة بالطريقة الطبقية التناسبية، حيث تمّ تحديد أعداد المشروعات الصغيرة والمتوسطة بحسب أنواعها (خدمات، تجاري، صناعي، حرفي، زراعي، مقاولات)، ثم تحديد نسبة ثابتة (33.3%) بحسب عدد هذه المشروعات، وبلغ عدد العينة (280) مشروع اقتصادي في محافظة أريحا والأغوار. ولتحقيق هذه الأهداف استخدمت الدراسة المنهج الوصفي الاستكشافي، وأداة الاستبانة والتي تكونت من ثلاثة أقسام رئيسة، الأول يتعلق بمتغيرات الدراسة الخاصة بالمشروعات وهي: (نوع المشروع، وعمر المشروع بالسنوات، وحجم رأس مال المشروع، وعدد العاملين). والقسم الثاني مكون من (44) فقرة موزعة على ثلاثة محاور، المحور الأول يتعلق بإجراءات المحافظة المؤدية لزيادة الإقبال على المنتوجات، الثاني يتعلق بالإجراءات الحكومية والقانونية والثالث يتعلق بإجراءات تنظيم هيكلية الأسواق. أما القسم الثالث فمخصص لقياس رضا أصحاب المشروعات عن دور المحافظة في زيادة التنافسية ومعرفة مقترحاتهم لتحسين دور البلدية. وبعد إجراء التحليل الإحصائي اتضح من النتائج أنّ دور محافظة أريحا والأغوار في زيادة القدرة التنافسية قد جاء بدرجة متوسطة، حيث بلغت الدرجة الكلية للأداة (3.08)، وجاءت الدرجة الكلية لمحاور الدراسة الثلاثة متوسطة أيضاً، واتضح أنّ دور المحافظة من حيث الإجراءات الحكومية والقانونية قد حصل على المرتبة الأولى في دور المحافظة في زيادة القدرسة التنافسية، وحصل المحور الثاني والمتعلق بهذا الدور على أعلى متوسط حسابي كلي وبلغ (3.34)، وجاء في المرتبة الثانية دور المحافظة بزيادة الإقبال على المنتوجات وبمتوسط كلي بلغ (3.01)، بينما جاء دور المحافظة بتنظيم هيكلية الأسواق بالمرتبة الثالثة وبمتوسط حسابي كلي بلغ (2.90). وأظهرت النتائج أن أنّ نسبة أصحاب المشروعات في محافظة أريحا الذين عبروا عن رضاهم عن أداء المحافظة قد بلغت (22.5%)، وبواقع (63) صاحب مشروع، وأن نسبة أصحاب المشروعات الذين عبروا عن عدم رضاهم عن أداء المحافظة (77.5%). وأظهرت النتائج وجود فروق متنوعة في متوسطات استجابة أفراد عينة الدراسة حول دور محافظة أريحا والأغوار في تعزيز القدرة التنافسية في المشروعات الاقتصادية القائمة في المحافظة تعزى لنوع المشروع، وعدم وجود فروق تعزى لمتغير عمر المشروع بالسنوات ولمتغير حجم رأس مال المشروع، واتضح وجود فروق تعزى لعدد العاملين كانت لصالح (من 1 - 5). وفي نهاية الدراسة أوصى الباحث بتوصيات عدة، أبرزها إنشاء المحافظة لجنة اقتصادية متخصصة تتضمن خبراء تتابع القضايا الاقتصادية مثل التنافسية والاستثمار وغيرها، والعمل على تفعيل مؤشرات التنافسية كمعايير لجودة الأعمال والخدمات، لما لها من دور إيجابي في التنمية الاقتصادية وتطوير القطاعات الاقتصادية، والاهتمام بتنظيم العمليات التجارية وتقديم المشورة والتوجيه لأصحاب المشروعات بما يتلاءم وحجم السوق وإمكانات التوسع مستقبلاً بالأعمال، وذلك بإنشاء أقسام متخصصة لمواكبة المشروعات وتنظيمها أو التشجيع على إنشاء مشروعات جديدة بدراسة العرض والطلب لتفعيل التنافسية. This study aimed to know the role of Jericho and Al Aghwar governorate in enhancing competitiveness in small and medium bussines projects, in terms of the role of the governorate measures in increasing the demand for products, their role in governmental and legal procedures, and their role in organizing the market structure, and it also aimed to reveal the extent of satisfaction of the owners of economic projects For the small and medium sized governorate support and support them. The study population, which consists of all the existing economic projects in Jericho and Al Aghwar governorate, which number (852) employs (4,647) male and female workers, and the study sample was selected according to the proportional stratified method, where the number of small and medium enterprises was determined according to their types (services, Commercial, industrial, craftsman, agricultural, contracting), then determining a fixed percentage (33.3%) according to the number of these projects, and the sample number reached (280) economic projects in Jericho and Al Aghwar Governorate. To achieve these goals, the study used the descriptive and analytical approach, and the questionnaire tool, which consisted of three main sections, the first related to the project study variables, which are: (type of project, project age in years, size of project capital, and number of employees). The second section consists of (44) paragraphs distributed on three axes, the first axis relates to the procedures of the governorate that lead to increasing the demand for products, the second concerns governmental and legal procedures, and the third concerns the procedures for organizing the market structure. The third section is devoted to measuring the satisfaction of project owners with the governorate’s role in increasing competitiveness and knowing their proposals to improve the municipality’s role. After conducting the statistical analysis, it became clear from the results that the role of the governorate of Jericho and Al Aghwar in increasing competitiveness came to a moderate degree, with the total score of the tool (3.08), and the overall score of the three study axes was also medium, and it became clear that the governorate’s role in terms of governmental and legal procedures has occurred. The governorate ranked first in increasing the competitive school, and the second axis related to this role got the highest overall arithmetic average of (3.34), and the governorate’s role came in second place to increase demand for products with an overall average of (3.01), while the governorate’s role came to organize a structural The markets ranked third, with an overall average of (2.90). The results showed that the percentage of project owners in Jericho Governorate who expressed their satisfaction with the governorate's performance amounted to (22.5%), by (63) project owners, and that the percentage of project owners who expressed their dissatisfaction with the governorate's performance was (77.5%). The results showed that there are various differences in the average response of the study sample about the role of Jericho and Al Aghwar governorate in enhancing competitiveness in the existing economic projects in the governorate due to the type of project, and the absence of differences attributable to the variable of the project’s life in years and to the variable of the size of the project capital, and it became clear that there are differences attributable to the number of workers. She was in favor of (from 1-5). At the end of the study, the researcher recommended several recommendations, most notably the establishment of a specialized economic committee in the governorate that includes experts that follow up economic issues such as competitiveness, investment and others, and work to activate competitiveness indicators as criteria for the quality of business and services, because of their positive role in economic development and the development of economic sectors, and the interest in organizing commercial operations. And to provide advice and guidance to project owners in line with the size of the market and the potential for future expansion of the business, by establishing specialized departments to keep pace with and organizing projects or encouraging the establishment of new projects by studying supply and demand to activate competitiveness. | |
