| dc.description.abstract | هدفت الدراسة الحالية إلى التعرف على واقع تبني الإدارة الإستراتيجية بدلالة مكوناتها (صياغة الإستراتيجية، تنفيذ الإستراتيجية، وتقييم الاستراتيجية) وتأثيرها على أداء قطاع الإنشاءات في محافظة القدس، ومن أجل تحقيق ذلك الهدف، قام الباحث بإختيار عينة عشوائية من مجتمع الدراسة بلغت (51) موظفا، حيث شملت العينة المدراء والعاملين في منظمات قطاع الإنشاءات، فيما تم إستخدام المنهج الوصفي الإستكشافي في الدراسة، كما تم الاعتماد على الإستبانة بإعتبارها أداة الدراسة لجمع البيانات اللازمة للدراسة. توصلت الدراسة الى وجود علاقة بين تبني الإداره الإستراتيجية و الأداء التنظيمي حيث يمكن التنبؤ بأداء المنظمات التي تعمل في قطاع الإنشاءات من خلال المتغيرات المستقلة (مرحلة صياغة الإستراتيجية، مرحلة تنفيذ الإستراتيجية، ومرحلة تقييم الاستراتيجية) ,حيث توصلت الدراسة الى أن مستوى صياغة الإستراتيجية في منظمات الإنشاءات جاء بدرجة متوسطة و بمتوسط حسابي (3.55) , فيما جاء مستوى تنقيذ الإستراتيجية أيضا بدرجة متوسطة و بمتوسط حسابي (3.72) , و كذلك الأمر جاء مستوى مرحلة تقييم الإستراتيجية بدرجة متوسطة و بمتوسط حسابي (2.99) . فيما توصلت الدراسة أيضا الى أن ممارسة عملية الإدارة الإستراتيجية في منظمات قطاع الأنشاءات ممارسات غير قائمة على أساس علمي و إنما يغلب عليها الطابع العشوائي ,وعدم إدراك المنظمات لشدة المنافسة و مدى تهديد دخول منافسين جدد الى الصناعة نابع من ضعف المقدرة على تحليل البيئه الخارجية , بالإضافة الى تردي إمكانيات تحليل البيئة الداخلية في المنظمات,اذ لا يوجد نظام لجمع البيانات التي تخص الأداء المالي ولا يوجد نظام لتقييم موارد المنظمات بشكل واضح , كما و اشارت النتائج إلى التردي في المقدرة على صياغة خطط إستراتيجية طويلة الأجل يقود الى الضعف في عملية التخطيط قصير الأجل , بحيث لا يتم تصميم خطط قصيرة الأجل من قبل مدراء الأقسام, و لا يوجد نظام تحفيز للموظفين و لا يعمل الموظفين في إطار محدد من المهام الموكلة اليهم , وهذا بالتالي يؤثر سلبا على تنفيذ الأعمال اليومية داخل المنظمات, فيما أوصت الدراسة الى السعي في زيادة الوعي لدى المدراء و أصحاب المنظمات بمفهوم الإدارة الإستراتيجية ,وذلك من خلال عقد ندوات و محاضرات تهدف الى تعزيز إدراكهم لهذا المفهوم و تطوير نظام مراقبة و تقييم يقوم على أساس تزويد الإدارة بتغذية عكسية مستمرة لما يؤول الية وضع المنظمة و أدائها خلال صياغة و تنفيذ الخطة الأستراتيجية ,وتطوير نظام مراقبة و تقييم يقوم على أساس تزويد الإدارة بتغذية عكسية مستمرة لما يؤول الية وضع المنظمة و أدائها خلال صياغة و تنفيذ الخطة الأستراتيجية. | ar |

| dcterms.abstract | The study aimed to identify the reality of adopting strategic management and its impact on the performance of the construction sector in Jerusalem and its suburbs. The descriptive exploratory approach was used in the study, and it relied on the questionnaire as the study tool. The study found a relationship between the adoption of strategic management and organizational performance, whereby the performance of organizations operating in the construction sector can be predicted through independent variables (strategy formulation stage, strategy implementation stage, and strategy evaluation stage). The study concluded that the level of strategy formulation in organizations came to a medium degree and with an arithmetic average (3.55), while the level of strategy implementation also came to a medium degree and an arithmetic average (3.72), and the same was at the level of the strategy evaluation stage with a medium degree and an arithmetic average (2.99). While the study also concluded that the practice of the strategic management process in the construction sector organizations is practices that are not based on a scientific basis, but are dominated by random nature, and the organizations’ lack of awareness of the intensity of competition and the extent of the threat of the entry of new competitors into the industry stems from the weak ability to analyze the external environment, in addition To the deterioration of the capabilities of analyzing the internal environment in the organizations, as there is no system for collecting data related to financial performance and there is no system for clearly evaluating the organizations’ resources, and the results indicated the deterioration in the ability to formulate long-term strategic plans that leads to weakness in the short-term planning process. So that short-term plans are not designed by department managers, there is no motivation system for employees and employees do not work within a specific framework of the tasks assigned to them, and this consequently negatively affects the implementation of daily work within organizations. While the study recommended seeking to increase awareness among managers and owners of organizations of the concept of strategic management, through holding seminars and lectures aimed at enhancing their awareness of this concept and developing a monitoring and evaluation system based on providing management with continuous feedback on the mechanism of the organization’s status and Its performance during the formulation and implementation of the strategic plan, and the development of a monitoring and evaluation system based on providing management with continuous feedback on the mechanism of the organization's position and performance during the formulation and implementation of the strategic plan. | en |
