The aim of this study is to measure the level of the administrational skills of the heads of the governmental institutions and their abilities to achieve effective administration. To measure this, the study focused on: apprehensive skills (political apprehensive, take decision, time administration, change administration),the human skills( forming groups and creating the team work spirit , effective communication, to share the decision with the heads ,to appreciate promotions to create motivation), artistic skills ( planning skills, organization skill, direction skills ,observation skill) . In addition, the study aimed to recognize the differences in the opinions of the heads about the sides of the study according to the variables of the functional character(age, gender, qualifications, experience, the numbers of the heads they worked with). This study has been done between October 2016 and April 2017. Represented by the heads of the governmental institutions in Jericho governorate and valleys as the study society of the researchers. There has been a complete survey and spread 68 questionnaires from 72. To achieve the aims of the study, the discovery descriptive curriculum has been used and the questionnaire has been used to collect information from the study society, also the researcher used (spss) application for social science to analyze formation. Also the study used number of tests(numbers and percentages , mathematical average ,deviation normative, Person coefficient, ALFA equation and One Way Anova test) Conclusions : Heads often practice the political apprehensive, They always practice decision making, all these skills have an essential role to achieve an effective administration. The heads show a high level in practicing apprehensive skills in Jericho governorate and valley. Also all heads always practice highly forming groups and creating the team work spirit , effective communication, to share the decision with the ر heads ,to appreciate promotions to create motivation. They always practice planning skills, organization skill, direction skills , observation skill. Artistic skills: The heads of the governmental institutions in Jericho governorate and valleys highly achieved effective administration. The most important results, there are no differences according to the statistical results in achieving the administrative skills(apprehensive, human, artistic). The heads of the governmental institutions in Jericho governorate and valleys achieved effective administration according to the variables (gender ,age, years of experiences , the number of heads and qualifications ,but there is differences in the variable of the years of experiences in the human skills, and in the artistic skills. The heads of the governmental institutions in Jericho governorate and valleys highly achieved effective administration, the highest percentage is in the human skills then the apprehensive skills then the artistic skills. According to. The previous results the study recommendations are: To put guide for the administration skills that heads should follow, to modify the rules for the heads staffing , head should have an administration certificate and it is necessary to minimize the general politics of the ministries which limit the practicing of the apprehensive political skills, to minimizes missions that is related to the artistic missions to give more space to the heads to practice their administration jobs and to make the role of the heads of the governmental institutions more effective in the changeable administration. Also it is necessary to raise the apprehensive skills so they achieve an effective administration, to reinforce the human skills and to work on experiences, ideas and skills exchange between old and new heads. The most important recommendation to hold training courses for the head of the government institutions in the topic of administration skills by specialist in administration also the researcher recommend studies to discover other administration skills. The researcher suggest to held seminar in Jericho governorate and valleys with the decision maker and the heads of the governmental institution to discuss the level of the administration skills and the study results.
