dc.description.abstractThe study aimed to identify human development and its role in limiting the phenomenon of the migration of scientific competencies in Palestine, where a questionnaire was developed consisting of (46) paragraphs distributed in three main sections: The first section included general information about the respondents, and the second section included: training, employee motivation and evaluation Human resources and migration, and finally, two open-ended questions were asked about suggestions that could be followed to reduce the phenomenon of brain drain and to recruit immigrant competencies. The study tool was applied to an intentional sample, amounting to (150), and after data collection, it was statistically processed using the SPSS program. The results of the study showed that the approval of human development was average, as it turned out that the degree of orientation towards migration is medium. The highest dimensions of human development were training, which is high, followed by performance evaluation, which is medium, and finally motivation, which is medium. It was also found that there is an adverse effect on human development in limiting the phenomenon of the migration of scientific competencies, while there is no effect of training in limiting the phenomenon of the migration of scientific competencies, and there is an adverse effect of motivation in limiting the phenomenon of the migration of scientific competencies, as it turned out that the performance evaluation is more influential than motivation On limiting the phenomenon of the emigration of scientific competencies, it was found that there are no differences in the attitudes of workers in Palestinian governmental institutions towards human development and its role in limiting the emigration of Palestinian scientific competencies due to the gender variable, educational qualification, monthly salary, place of residence, place of work, while there are differences In a Attitudes of workers in Palestinian governmental institutions towards human development and its role in limiting the migration of Palestinian scientific competencies due to the variable of job title, age, training certificates and that the differences were in favor of deputy heads of departments and those under the age of 30 years, who did not obtain training certificates, and those with little experience . Based on the previous results, the study recommends amending the incentive systems used in government institutions that lack strength and suffer from a clear deficiency so that they are based on the foundations of motivation based on the application of proper evaluation of performance, and that the skills and capabilities of workers are developed because the level of desire of scientific competencies in migration is that they see Immigration will enable them to develop their skills and capabilities.en
