Abstract
تتناول الدراسة تأثير السياسات الإسرائيلية على عملية التنمية في فلسطين، في الفترة من 1994 وحتى العام 2005 حيث تقدم خلفية عامة عن الأوضاع الاقتصادية والاجتماعية في الفلسطينية، خلال هذه الفترة التي بقي المجتمع الفلسطيني فيها أسير علاقات قسرية تحكمها سياسات ممنهجة ، لحكومات الاحتلال الإسرائيلي، المتعاقبة منذ عام 1967، والتي
قادت إلى خلق تشوهات بنيوية في المجتمع الفلسطيني، بشكل عام، وفي الاقتصاد، حيث توسعت الأنشطة الخدمية والهامشية، بشكل خاص على حساب الأنشطة الإنتاجية التنموية.الأراضي فمنذ تسلم السلطة الفلسطينية لمقاليد الأمور في الأراضي الفلسطينية عام 1994، تواصلت السياسات والإجراءات الإسرائيلية، الخائفة للاقتصاد الفلسطيني والمعاكسة لعملية التنمية تحت ذرائع "الدواعي الأمنية، تلك الدواعي التي قوضت الأمال في تحقيق أي مكاسب اقتصادية للسلام، ثم تفاقمت إثر اندلاع انتفاضة الأقصى في سبتمبر 2000.تستعرض هذه الدراسة أهم التشوهات الهيكلية في القطاعات الإنتاجية، والعلاقات التجارية الفلسطينية مع العالم الخارجي، وخاصة مع إسرائيل وأهم التغيرات التي طرأت على الاقتصاد الفلسطيني، والتطورات التي مرت بها المؤسسات الحكومية، والقطاعات.الاجتماعية، والبنية التحتية والمرافق العامة. كما تستعرض الدراسة الأضرار التي لحقت بالمجتمع الفلسطيني، نتيجة السياسات والممارسات الإسرائيلية.تستخدم الدراسة أكثر من منهج، بشكل متكامل؛ وذلك لتشعب مواضيع الدراسة، وامتدادها التاريخي حيث تطلب كل منها الأسلوب الخاص به من جمع للمعلومات وتحليلها. وقد استخدمت الدراسة المنهجين: التاريخي التحليلي لتتبع مسار موضوع البحث والوصفي التحليلي، لضمان دراسة المشكلة كما هي في الواقع. أما تحليل المضمون، فقد استخدم في إعادة قراءة الوثائق والنصوص والإحصائيات وتحليل وتركيب ما ورد فيها، للوصول إلى تفسيرات للواقع. وقد اعتمدت الدراسة على مصادر متنوعة، إضافة الى المقابلات الشخصية، مع ذوي العلاقة والاختصاص بموضوع الدراسة بهدف إثراءها.ترجع أهمية الدراسة إلى محاولتها وضع رؤية، للحد من تأثير السياسات الإسرائيلية على العملية التنموية في المجتمع الفلسطيني، من خلال فهم هذه السياسات وانعكاساتها البالغة الخطورة على مستقبل الشعب الفلسطيني.وأخيرا، تخلص الدراسة إلى تأكيد مدى حاجة الفلسطينيين لتعزيز القدرات الذاتية للمجتمع الفلسطيني، دونما ارهان للعوامل الخارجية؛ سواء تمثلت في مساعدات دولية، أو تبعية لاسرائيل
This study is dedicated to research the impact of Israeli policies on development in Palestine between 1994 and 2005. The study provides a general background on the economic and social situation in the Occupied Palestinian Territories (OPT) during this period, during which the Palestinian society was hostage to forceful relationships controlled by systematic policies of successive Israeli governments since 1967. These relations have led to structural distortions in the Palestinian society in general, and the Palestinian economy in particular. The economy has seen an over expansion in the services sector as well as other marginal sectors on the expenfse the developmental and productive activities. Since the establishment of the Palestinian Authority in 1994, the Israeli government has continued to impose policies and measures that strangulated the Palestinian economy that caused de-development under the pretext of 'security exigencies'. These policies have undermined any hopes that “economic fruits of peace”, which have been further undermined since the outbreak of the Alaqsa intifada. The study presents the most important structural distortions in the Palestinian productive sectors and the trade relations with the outside world, especially with Israel. It also addresses the most important changes that occurred in the Palestinian economy, and the developments that the governmental institutions, social sectors, infrastructure, and public facilities have underwent during this period. Moreover, the study presents the damages that the Palestinian society has sustained as a result of the Israeli policies and practices. Given its multidisciplinary nature and its historical scope, the study employs various methodologies. The different themes of the study require an appropriate method of data gathering and analysis. The analytical historical methodology is used to track the history of the researched area. Also, the analytical descriptive methodology is used to research the problem as it is in reality. Moreover, the content analysis methodology is used in the reading, analyzing and constructing of the contents of documents and statistics. The study also depends on variety of other sources; including interviews with relevant individuals. The significance of the study is owed to its attempt to identify a vision to minimize the impact of the Israeli policies on development in the OPT by understanding these policies and their serious reflections on the future of the Palestinian people. The Study concludes that there is a pressing need by Palestinians to strengthen and promote the capabilities of the Palestinian society, without reliance on the external sources; be they international aid or unbalanced dependency on the relationship with Israel.
