| dc.description.abstract | أجريت هذه الدراسة اعتماداً على المنهج الوصفي، في الفترة الواقعة بين شهري تشرين الثاني 2021 وآذار 2022، بهدف التعرف على واقع تطبيق الضبط الإداري البيئي كوسيلة تدخل لحماية البيئة وجاهزية الهيئات المحلية في محافظة الخليل لذلك، ولتحقيق أهداف الدراسة تم الاستعانة بالاستبيان والمقابلة كأدوات للدراسة، وجاءت العينة صُدفية بواقع 127 استبانة من إدارات وموظفي الهيئات المحلية، و3 مقابلات مع رؤساء بلديات. وجاءت النتائج بشبه إجماع المبحوثين حول دعمهم لتطبيق الضبط الإداري البيئي من قبل هيئاتهم المحلية، أما أهم مدلولات الاتجاه فتمثلت في مطالبة الجهات الرسمية بالتحفيز ثم الجاهزية للمشاركة في تعميم نماذج النجاحات، تليها الجاهزية للمشاركة في برامج التوعية ذات العلاقة، والاستعداد للمشاركة في أية فعالية تعقد حول الضبط الاداري البيئي. أما أكثر الدوافع تأثيراً فقد تمثلت في الايمان بضرورة إعطاء الهيئات المحلية دوراً أكثر فعالية في حماية البيئة، تليها منافع التطبيق بكونها احتياجات مهمة للإنسان، ثم نجاح جهود الضبط البيئي يعني تجمعات سكانية متميزة. أما مقومات الاتجاه نحو التطبيق فأكثرها قوة تمثلت في امتلاك الهيئات لكادر متنوع يعمل بروح وطنية، يليها وجود دافعية بدور مجتمعي تميزي أكبر. أما معيقات التطبيق فقد كانت التقسيمات الاسرائيلية الإدارية أكثر المعيقات شدة، تليها العشوائية في العمران وضعف الواقع الاقتصادي الفلسطيني. أما بالنسبة لجاهزية الهيئات المحلية لتطبيق الضبط الإداري البيئي، فقد تبين أنها بحاجة للكثير من العمل للارتقاء بها، وتمثلت أهم مؤشرات الجاهزية العامة بمستوى التعاون بين المؤسسات والهيئات ومستوى انسجام أنشطة البيئة مع الاستراتيجيات الوطنية بالإضافة لتقديم الأطراف (افراد ومؤسسات) للمصلحة العامة على الخاصة. في حين تتمتع الهيئات بجاهزية أعلى من الناحية المالية إذا تمتعت بالنزاهة في إدارته، وبسداد المجتمع لتكاليف تلقي الخدمات وشفافيتها بالإنفاق البيئي. أما مؤشرات جاهزية كوادرها البشرية فتتمتع بجاهزية أعلى إذا كان الكادر يسعى للتحسين المستمر ولديه إيمان بالقضايا البيئية، ويمتلك المعرفة والخبرة للقيام بالمهام التي يكلف بها. أما مؤشرات الجاهزية من حيث المعدات والتجهيزات فتتمتع بجاهزية أعلى إذا امتلكت أساليب تدفع المجتمع المحلي لدفع ما عليه، وتعاونت الهيئات المحلية فيما بينها في مجال التجهيزات، ووجود تعاون (مؤسسي، مجتمعي) في دعمها بالتجهيزات عند الحاجة. أما مؤشرات جاهزيتها بالهيكل التنظيمي المناسب فتتمتع بجاهزية أعلى إذا كان الهيكل يعكس أن حماية البيئة أولوية للهيئة المحلية يليه بكونه هيكل منفتح على التعاون مع المحيط ويتيح اتخاذ القرار بمرونة. أما مؤشرات جاهزيتها بالمعلومات والبيانات اللازمة فتتمتع بجاهزية أعلى إذا اعتمدت مصادر موثوقة بجمعها وعددت مصادرها واعتمدت الشفافية في تدفقها. وأخيراً توصي الدراسة بتحفيز الهيئات المحلية على تبني الضبط الإداري البيئي عبر تقديم الدعم المالي والفني والمعنوي، وتقديم المساعدة للهيئات المحلية، برفع جاهزيتها مالياً، وبالمعدات والتجهيزات والمعلومات وإعداد الكادر المؤهل لإنجاح جهود تطبيق الضبط الإداري البيئي، والعمل على إعداد دليل عمل إرشادي للضبط الاداري البيئي موجه خصوصاً للهيئات المحلية، ودعوة كافة أصحاب العلاقة بالضبط الإداري البيئي للتعاون والعمل التكاملي لإنجاح جهود الهيئات المحلية في تطبيقه ، وتقديم الدعم للأبحاث العلمية الفردية والجماعية في مجالات حماية البيئة عموماً والضبط الإداري البيئي خصوصاً. | ar |
| dc.description.abstract | This research implemented a descriptive analytical methodology in the period between November and March, with the purpose of navigating the reality of applying the environmental administrative control as means of intervention for the protection of environment and as well as the level of readiness of local authorities at Hebron governorate to tackle such issue. And therefore, a questionnaire and interviews were utilized as main tools for the study. The population was accidanteatly sampled with 127 questionnaires collected from employees and administration of local authorities. and data from three interviews conducted with mayors. Results came with consensus on supporting the application of environmental administrative control by local authorities. As for the most important implications, it was reflected in demanding the official bodies to be motivated. Then comes the readiness to participate in awareness-raising programs as well as to partake in any environmental administrative control-related activities. The most impactful drivers were represented in the belief in the need to give local authorities more efficient roles in protecting the environment. Next comes “the importance of application is essential needs for humans”. Last comes “the success of environment control efforts means distinguished human communities”. As per the requirements towards the application of control, local authorities’ diverse staff with national tendency came as the strongest requirement. Next comes the existence of motivation with a great community role. As for restrictions on the application of control, Israeli administrative divisions came as the strongest one. Next came random urban construction and the weak economy of Palestine. As per the preparedness of local authorities to apply the environmental control, it was shown that extra efforts should be invested to level up. Indications of public readiness were represented in the level of cooperation among institutions and authorities as well as in the level of harmony the environmental activities have with the national strategy. Additionally, it was represented in prioritizing the public interest over the individual one. On the other hand, the said authorizes enjoy higher preparedness with regards to financial aspects such as transparency and accountability. As per the indicators of preparedness of those authorities’ staff, it was found that they have greater readiness where the staff seek to continually improve with higher belief in environmental issues. Also, the staff has sufficient knowledge and experience to carry out assigned duties. Equipment and preparations wise, it enjoys a higher readiness for it has means that push the local community to commit to paying due fees. Local authorities cooperated in the process of making preparations besides the organizational-community collaboration in supporting the effort once needed. Administrative structure-wise, preparedness indicators came out high since the structure reflects that environment protection is a priority for local authorities. Next comes the fact that this structure is open for cooperating with the surroundings and allows flexible decision-making. Data and information wise, preparedness indicators came out high since the structure only relies on trusted sources in collecting data with transparency in its flow. The study recommends to motivate local authorities to adopt the so called environmental administrative control through providing technical, moral, and finically support, and offering aid to such authorities in form of increasing their financial preparedness, and equipping them with tools, preparations, data as well as equipping their staff all to support the effort to apply the environmental administrative control. It also recommends to prepare a guideline for such end, targeting local authorities. Another recommendation is to invite all stakeholders of the said control to cooperate in a participatory manner to support the efforts of local authorities in applying the environment administrative control. Lastly, it recommends to give support for individual and collective scientific research in the fields of environment protection in general and the environmental administrative control in specific. | en |
