| dc.description.abstract | هدفت الدراسة إلى التعرف على واقع الشراكة بين الهيئات المحلية والقطاع الخاص ودورها في مكافحة جائحة كورونا في جنوب الضفة الغربية، استخدمت الباحثة في هذه الدراسة المنهج الوصفي التحليلي (المنهج المختلط)، تكوّن مجتمع الدراسة من العاملين في الإدارة العليا في بلديات جنوب الضفة الغربية خلال الفترة الزمنية التي أجريت فيها الدراسة بين 1/9/2021-1/12/ 2021، والبالغ عددهم (150) موظفاً وموظفة، واستخدمت الباحثة أداة الاستبيان تم توزيعها على (123) موظف وموظفة، والمقابلة تم إجرائها مع (24) فرد، وتم معالجة البيانات باستخدام برنامج (SPSS) الإحصائي. وقد توصلت هذه الدراسة إلى أن واقع الشراكة بين الهيئات المحلية والقطاع الخاص ودورها في مكافحة جائحة كورونا في جنوب الضفة الغربية جاء بدجة متوسطة، وكذلك طبيعة الشراكة بين الهيئات المحلية والقطاع الخاص ودورها في مكافحة جائحة كورونا في جنوب الضفة الغربية بدرجة متوسطة، وأن أهم مظاهر النجاح تتمثل في التعاون المجدي بين الهيئات المحلية والقطاع الخاص من خلال المشاريع التي يتم تنفيذها من أجل تلبية احتياجات المدن والقرى، وخاصة في بناء المدارس والمراكز الصحية، وقد ظهر ذلك بوضوح خلال انتشار أزمة كورونا حيث كان هناك تنسق على أعلى المستويات، ومشاركة الهيئات المحلية القطاع الخاص في الخطط التطويرية، كما أن هناك مشاريع استثمارية بين الهيئات المحلية تعزز أوجه النجاح تمثلت في مشاريع الطاقة الشمسية وبعض مشاريع المجمعات التجارية، كما أظهرت الشراكة جانباً مهماً من خلال الحد من البطالة ودعم التنمية الاقتصادية وتحسين خدمات البلديات وتوفير الوقت والجهد على الهيئات المحلية والمجتمع المحلي، وأكثر الصعوبات التي تواجه الشراكة بين الهيئات المحلية والقطاع الخاص تمثلت في عدم التفاهم التي تظهر أزمة الثقة بين الهيئات المحلية والقطاع الخاص من خلال تفرد الهيئات الإدارية العليا في الهيئات المحلية في قرارات الشراكة، أن هناك عدم قناعة بين بعض رجال الأعمال بأهمية الأعمال الداعمة للمجتمع المحلي، وهناك بعض القوانين والأنظمة التي تحد من تلك الشراكة لعدم وضوح الإطار القانوني المنظم لتلك الشراكة، وأظهرت النتائج أنه لا يوجد بنية تحتية مشجعة للشراكة، وغالباً ما تكون شروط القطاع الخاص غير ملائمة للهيئات المحلية، وتبين أن هناك بعض الغموض في بعض المسؤوليات من أجل اتخاذ القرارات، وقلة الخبرة تلعب دوراً فعلاً في الحد من اتخاذ القرارات، وتبين أنه يوجد أثر لطبيعة الشراكة بين الهيئات المحلية والقطاع الخاص على البعد الاجتماعي في مكافحة جائحة كورونا في جنوب الضفة الغربية، وكذلك يوجد أثر لطبيعة الشراكة بين الهيئات المحلية والقطاع الخاص على البعد الاقتصادي في مكافحة جائحة كورونا في جنوب الضفة الغربية. | ar |
