Abstract
هدفت هذه الدراسة إلى التعرف على دور نظم المعلومات في تعزيز الأداء المؤسسي لتحقيق أهداف التنمية المستدامة في قطاع التنمية الاجتماعية، وجاءت أهمية الدراسة من الحاجة الماسة إلى تطوير العمل المؤسسي داخل وزارة التنمية الاجتماعية الفلسطينية، خاصة في ظل التحولات المتسارعة التي يمر بها القطاع الاجتماعي، وما يتطلبه من أدوات حديثة تدعم كفاءة الأداء وتساهم في تحقيق التنمية المستدامة بأبعادها الاقتصادية والاجتماعية والبيئية، وقد اعتمدت الدراسة على المنهج الوصفي التحليلي كإطار منهجي مناسب لطبيعة الموضوع، حيث تم إعداد استبانة لجمع البيانات، وتمثل مجتمع الدراسة في جميع العاملين بوزارة التنمية الاجتماعية والبالغ عددهم (749) موظفًا وموظفة، بينما بلغ حجم العينة (249) موظفًا وموظفة تم اختيارهم بطريقة العينة العشوائية المنتظمة،
وقد أظهرت نتائج الدراسة أن مستوى تطبيق أبعاد نظم المعلومات جاء متوسطًا، كما بينت النتائج أن الأداء المؤسسي جاء بمستوى مرتفع في جميع أبعاده، لا سيما المنظور المالي والمنظور الداخلي، وأوضحت الدراسة أن لنظم المعلومات تأثيرًا مباشرًا على تحقيق التنمية المستدامة، لكنه تأثير محدود نسبيًا، إلا أن هذا التأثير أصبح أكثر قوة من خلال الوسيط المتمثل في الأداء المؤسسي، حيث أظهرت النتائج أن وجود أداء مؤسسي متقدم يعمل على تعظيم تأثير نظم المعلومات وجعله أكثر وضوحًا وفاعلية في دعم أهداف التنمية.
كما أكدت النتائج أن نظم المعلومات أسهمت بفاعلية في دعم البعد الاقتصادي عبر تحسين إدارة الموارد والمخاطر المالية، إضافة إلى دورها في تعزيز البعد الاجتماعي من خلال تحسين التفاعل مع المجتمع وتوفير فرص عمل جديدة، وفي ضوء هذه النتائج توصي الدراسة بضرورة الاستثمار المستمر في تطوير البنية التحتية التكنولوجية داخل قطاع التنمية الاجتماعية، وتكثيف برامج تدريب الموظفين على نظم المعلومات لتعزيز كفاءتهم الرقمية، والعمل على توسيع نطاق استخدام نظم المعلومات لدعم جميع مبادرات التنمية المستدامة، مع التأكيد على تحسين جودة العمليات الإدارية وتطوير الهياكل التنظيمية بما يحقق التكامل بين نظم المعلومات والأداء المؤسسي والتنمية المستدامة، مما يسهم في تعزيز كفاءة العمل المؤسسي وتحقيق تحسين مستدام في جودة الخدمات المقدمة للمجتمع.

This study aimed to explore the role of information systems in enhancing institutional performance to achieve the sustainable development goals in the social development sector. The significance of the study stems from the urgent need to develop institutional work within the Palestinian Ministry of Social Development, especially in light of the rapid transformations taking place in the social sector, which require modern tools that support performance efficiency and contribute to achieving sustainable development in its economic, social, and environmental dimensions. The study adopted the descriptive-analytical approach as an appropriate methodological framework for the nature of the topic, and a questionnaire was prepared for data collection. The study population consisted of all employees at the Ministry of Social Development, totaling (749) employees, while the sample size reached (249) employees, selected using the systematic random sampling method. The findings of the study revealed that the level of application of information systems dimensions was moderate. Additionally, the results showed that institutional performance was at a high level across all its dimensions, particularly in the financial and internal perspectives. The study also clarified that information systems have a direct impact on achieving sustainable development, although this impact is relatively limited. However, this influence became more significant through the mediating role of institutional performance, as the results indicated that having an advanced level of institutional performance magnifies the impact of information systems and makes it clearer and more effective in supporting development goals. Moreover, the findings confirmed that information systems effectively contributed to supporting the economic dimension by improving the management of resources and financial risks, in addition to their role in enhancing the social dimension through improving interaction with the community and creating new job opportunities. In light of these results, the study recommends the need for continuous investment in developing the technological infrastructure within the social development sector, intensifying employee training programs on information systems to enhance their digital competencies, and working to expand the use of information systems to support all sustainable development initiatives, while emphasizing the improvement of administrative process quality and the development of organizational structures to achieve integration between information systems, institutional performance, and sustainable development. This would contribute to enhancing institutional work efficiency and achieving sustainable improvements in the quality of services provided to the community.
