dc.description.abstractهدفت هذه الدراسة إلى التعرف على واقع إدارة الجودة الشاملة في المنظمات الأهلية في جنوب الضفة الغربية ومعوقات تطبيقها وذلك من اجل التعرف على معايير تفعيل تطبيق إدارة الجودة الشاملة في المنظمات الأهلية جنوب الضفة الغربية. ومن المبررات التي أدت إلى إجراء هذه الدراسة هو أن المنظمات الأهلية تواجه العديد من المشاكل والتحديات الداخلية و الخارجية والتي تؤثر سلبياً على أدائها وتطويرها واستدامتها. أجريت هذه الدراسة خلال الفترة الواقعة ما بين 9\2010- 1\2013. وقد استخدمت الباحثة في دراستها المنهج الوصفي وذلك لملائمته لمشكلة الدراسة، واستخدمت الباحثة الإستبانة كأداة بحث رئيسية وتم توزيعها بطريقة العينة الطبقية العشوائية على مدراء وموظفي المنظمات الأهلية في جنوب الضفة الغربية (الخليل وبيت لحم) والبالغ عددها 160 مدير وموظف، وتمت المعالجة الإحصائية للبيانات باستخدام برنامج الرزم الإحصائية SPSS. ومن أهم النتائج التي تم التوصل إليها في هذه الدراسة هو أن معظم المنظمات الأهلية في جنوب الضفة الغربية تقوم بتطبيق إدارة الجودة الشاملة بشكل فعال حيث بين الدراسة أن واقع إدارة الجودة الشاملة في المنظمات الأهلية جنوب الضفة الغربية من وجهة نظر مديريها وموظفيها كان عالية جداً . إضافة إلى أن هناك بعض المعوقات الداخلية و الخارجية التي تحول دون تطبيق إدارة الجودة الشاملة في المنظمات الأهلية جنوب الضفة الغربية حيث بينت الدراسة أن معيقات تطبيق إدارة الجودة الشاملة في المنظمات الأهلية جنوب الضفة الغربية كانت بدرجة متوسطة. كما بينت الدراسة أيضاً أن هناك معايير هامة وضرورية تعزز تطبيق إدارة الجودة الشاملة في المنظمات الأهلية جنوب الضفة الغربية حيث بينت هذه الدراسة أن المعايير التي تعزز تطبيق إدارة الجودة الشاملة كانت بدرجة عالية. إضافة أهمية تطبيق إدارة الجودة الشاملة في المنظمات الأهلية جنوب الضفة الغربية ضمن المعايير التالية: الاهتمام برسالة المنظمة، والتغذية الراجعة، والثقافة التنظيمية للمنظمة، وتحليل حوسبة المعلومات، والتركيز على موضوع رضا الجهات المستفيدة، والاهتمام بعملية التدريب، والتخطيط الاستراتيجي للجودة، والتحسين المستمر والتطوير، تلاه الاهتمام بموضوع القيادة في المنظمة، والتخطيط للموارد البشرية، وإدارة العمليات، والمشاركة في اتخاذ القرارات، والاهتمام بنظام الحوافز والمكافآت. كما أشارت نتائج الدراسة إلى وجود فروق ذات دلالة إحصائية في معيقات تطبيق إدارة الجودة الشاملة في المنظمات الأهلية جنوب الضفة الغربية من وجهة نظر مديريها وموظفيها بناءً على سنوات الخبرة ويعود ذلك إلى الخبرة العملية. إضافة إلى وجود فروق ذات دلالة إحصائية في معايير تفعيل تطبيق إدارة الجودة الشاملة في المنظمات الأهلية جنوب الضفة الغربية من وجهة نظر مديريها وموظفيها بناءً على سنوات الخبرة. ومن أهم التوصيات التي توصلت لها الباحثة من خلال التعرف على معوقات تطبيق إدارة الجودة الشاملة في المنظمات الأهلية و معايير تعزز تفعيل تطبيقها هي: ضرورة توعية الموظفين بمدى أهمية تطبيق وتفعيل إدارة الجودة الشاملة في المنظمة.إعادة هيكلية المستويات الإدارية في المنظمات الأهلية في جنوب الضفة الغربية بما يضمن تحديد الوصف والمواصفات الوظيفية للوظائف والمسؤوليات والصلاحيات اللازمة لكل وظيفة بشكل واضح ودقيق، ضرورة تجديد التراخيص الخاصة بالمنظمات الأهلية أولاً بأول و اتخاذ الإجراءات اللازمة للمنظمات المخالفة، تقديم الدعم المادي والمعنوي لهذه المنظمات لتساعدها في تنفيذ خططها، إعداد وتنفيذ برامج توعية وتدريب مكثفة وتنظيم ورش عمل في مجال تطبيق إدارة الجودة الشاملة ومبادئه وأفكاره والفوائد المتوقعة عند تبنيه بالشكل الصحيح وأن توجه هذه البرامج لكافة المستويات الإدارية في المنظمات الأهلية في جنوب الضفة الغربية. إضافة إلى قيام جهات ذو الاختصاص بتعميم تطبيق إدارة الجودة الشاملة في المنظمات الأهلية وتفعيلها. This study aimed to identify the reality of TQM in NGOs in the southern West Bank and constraints applied in order to identify the criteria for activating the application of TQM in NGOs southern West Bank. It reasons that led to the conduct of this study is that NGOs face many problems and internal and external challenges which adversely affect the performance, development and sustainability. This study was carried out during the period between 9 \ 2010-1 \ 2013. The researcher used to study the descriptive approach so as to suitability to the problem of the study, the researcher used the questionnaire as a research tool key and distributed a sample stratified random managers and staff of NGOs in the southern West Bank (Hebron and Bethlehem) shares of 160 director and staff, and has statistical treatment of the data using the program SPSS statistical packages. Among the most important results that have been reached in this study is that most of the NGOs in the southern West Bank are applying TQM effectively in terms of the study that the reality of TQM in NGOs southern West Bank from the viewpoint of its managers and employees was very high. In addition to that there are some internal and external constraints which prevent the application of TQM in NGOs south of the West Bank, where the study showed that obstacles to the application of TQM in the NGO southern West Bank was moderately. The study also showed that there is an important and necessary standards promote the implementation of TQM in NGOs south of the West Bank, where this study showed that the standards that promote the application of TQM was a high degree. Add the importance of the application of TQM in NGOs southern West Bank within the following criteria: pay attention to the message the organization, and feedback, and organizational culture of the organization, and analysis of computerized information, and to focus on the satisfaction of the beneficiaries, and attention to the process of training, and strategic planning for quality, continuous improvement and development, followed by the attention the subject of leadership in the organization, and planning for human resources, operations management, and participation in decision-making, and attention to a system of incentives and rewards. The results of the study also noted that there were statistically significant differences in obstacles to the application of TQM in NGOs southern West Bank from the viewpoint of its directors and employees based on years of experience and is due to practical experience. In addition to the presence of statistically significant differences in the criteria for activating the application of TQM in the NGOs of the West Bank from the viewpoint of its directors and employees based on years of experience. Among the most important recommendations reached by a researcher through identifying constraints apply TQM in the civil society organizations and standards promotes activation of application are: the need to educate employees about the importance of the application and activation of TQM in the organization. Restructuring of administrative levels in the civil organizations in the southern West Bank including ensures that description and functional specifications of functions, responsibilities and powers necessary for each function in a clear and precise, the need to renew licenses for organizations of civil-you-go and take the necessary measures to organizations violation, provide moral and material support to these organizations to assist them in the implementation of their plans, preparation and implementation of education programs and intensive training and organizing workshops work in the field of application of TQM principles and ideas and the expected benefits when properly adopted and direct these programs to all levels of management in NGOs in the southern West Bank. In addition to the points with jurisdiction circulate the application of TQM in NGOs and activated.
