dc.description.abstractThis study handles the mechanisms through which the financial aids have been provided by the donor states to the Palestinian National Authority, in particular the mechanisms of holding conferences by the donor states to generate the funds. A descriptive and historical methodologies are used in this research to investigate the role of those conferences through which aids have been provided to the Palestinian people. The study reached a group of conclusions: the Palestinian economy largely depends on foreign aids, the larger part of which is consumed in technical aids and training courses. The setting of priorities in the aid programs always set by the donors which has directly caused reducing the benefits of such aids. In addition, the lack of strategic planning may cause a counter side effect in the future. The study pointed out that the continuity of such aids has been quantitatively and qualitatively affected to a large extent with the progress of the political settlement process with the Israeli government. This supports the essential assumption in the donors’ minds about funding the process and providing the requirements of its success without considering the final objective which is the elimination of the occupation and establishing a Palestinian Independent State. The aids were focused and expended mostly on non-productive projects, and the aim of these aids was to keep and save the settlement process from collapse. There are some criticisms on the aids provided through the conferences of the donor sates: They failed in creating an environment that encourages and stimulates investment in The Palestinian economy. Those aids also failed in eliminating the impacts resulted from the Israeli policies, practices and procedures against the Palestinian people and their national economy; also providing such aids was mortgaged with the political and security conditions prevailing in Palestine. Despite these criticisms the study affirms that international aids contribute to funding the chronic and great deficit in the current budget over the years of the last stage and providing financial resources necessary for ensuring the continuity of providing the essential social services such as education and health care to the Palestinian people, especially the low-income groups. The study showed multiplicity in the economic development plans and their contradiction and inability on achieving them, and the weakness of coordination between the institutions of the Palestinian National authority and the donor countries in planning, managing and implementing the programs and projects included in those aids. It is necessary to provide stable political environment, and determine future objectives so that the aids provided to the Palestinian people through the conferences of donor states can take their effective role in the process of construction and development, and to urge the donor parties through such conferences to increase the volume of the undertakings and raise up the proportion of expending such undertakings. The Palestinian National Authority should look at the aids provided by the donor conferences as temporary and non-guaranteed aids that the Palestinian people should optimally exploit when available. Finally, the study reached an inference: the Palestinian economy cannot progress except through re-considering the Palestinian economic policies to ensure self- reliance.en
