Abstract
هدفت هذه الدراسة إلى تحديد ممارسات إدارة الجودة الشاملة في مدارس مديرية القدس الحكومية والخاصة التي تشرف عليها السلطة الوطنية الفلسطينية، والمعوقات التي تواجهها، وأفاق التطوير المحتملة، ولتحقيق أهداف الدراسة الحالية، قام الباحث باستخدام المنهج الوصفي التحليلي لمناسبته واقع الدراسة وطبيعتها، فيما تم تصميم استبانة بإعتبارها أداة الدراسة الرئيسية، والتي تم توزيعها على (270) مدير ونائب مدير في المدارس محل الدراسة، مثلوا مجتمع الدراسة الحالية.
توصلت الدراسة الى مجموعة من النتائج، كان من أهمها أن مستوى تطبيق ممارسات إدارة الجودة الشاملة في المدارس محل الدراسة مرتفعة، وكانت الدرجة الكلية لمحور معوقات تطبيق ممارسات إدارة الجودة الشاملة في مدارس مديرية القدس مرتفعة، وتبين عدم وجود فروق معنوية عند مستوى (0.05a≤) في آراء المبحوثين حول درجة تطبيق ممارسات إدارة الجودة الشاملة في مدارس مديرية القدس، المعوقات وآفاق التطوير تعزى لمتغير الجنس، في جميع مجالات الدراسة، عداد مجال معوقات التطبيق، حيث كانت الفروق لصالح فئة الذكور، كما تبين عدم وجود فروق معنوية في جميع مجالات الدراسة تعزى لمتغير (المؤهل العلمي، عدد سنوات الخبرة، المسمى الوظيفي، نوع المدرسة).
واوصت الدراسة بتعزيز قناعة ادارة المدارس بأهمية تبني وتطبيق إدارة الجودة الشاملة في العملية التعليمية، لمواجهة التحديات في بيئة الاعمال بهدف البقاء والنمو، والعمل على نشر ثقافة الجودة الشاملة بالمدارس، والمتابعة المستمرة للأعمال وتحسين العملية الإدارية وتطويرها لتحقيق الاهداف، وتعزيز عملية مشاركة العاملين والمجتمع المحلي في اتخاذ القرارات، تنظيم برامج ودورات تدريبية لتطوير قدرات العاملين حول مفهوم وأهداف وعناصر ادارة الجودة الشاملة، والاهتمام بتطبيق نظام وسياسات للمكافآت والحوافز، وتوفير المخصصات المالية الخاصة بها، من أجل تشجيع المعلمين ودعم عمليات التطوير والابداع والحفاظ على الموارد البشرية المتميزة، توفير كل المستلزمات الفنيـة والإداريـة مـن مبـاني، وأساليب تدريس، ووسائل تعليم ومعدات مخبرية وتجهيزات مدرسية.
The aim of this study was to identify the practices of Total Quality Management (TQM) in the public and private schools supervised by the Palestinian National Authority in the Jerusalem Directorate, as well as the obstacles they face and potential development prospects. To achieve the objectives of the current study, the researcher used the descriptive-analytical method that suited the study's context and nature. A questionnaire was designed as the main research tool and distributed to 270 principals and vice-principals in the schools under study, representing the current study population. The study reached a set of results, the most important of which was that the level of implementing TQM practices in the schools under study was high. The total score for the obstacles to implementing TQM practices in the Jerusalem Directorate schools was also high. There were no significant differences at the (a≤0.05) level in the respondents' opinions regarding the degree of implementing TQM practices in the Jerusalem Directorate schools, the obstacles, and the development prospects related to the gender variable in all areas of the study, except for the area of implementation obstacles, where the differences favored males. Furthermore, there were no significant differences in all areas of the study related to the variables of academic qualification, years of experience, job title, and type of school. The study recommended strengthening the conviction of school management regarding the importance of adopting and implementing Total Quality Management (TQM) in the educational process to address challenges in the work environment, with the aim of survival, growth, and promoting a culture of total quality in schools. It also emphasized the need for continuous monitoring of work, improving administrative processes, and developing them to achieve objectives. Additionally, it highlighted the importance of enhancing employee and local community participation in decision-making, organizing training programs and courses to enhance the capabilities of employees regarding the concept, goals, and elements of TQM, and focusing on implementing a system of rewards and incentives, along with providing the necessary financial allocations to encourage teachers, support development and creativity, and maintain outstanding human resources. The study further emphasized the provision of all technical and administrative requirements such as buildings, teaching methods, educational tools, laboratory equipment, and school facilities.
