| dc.description.abstract | هدفت الدراسة إلى التعرف على واقع جدار الضم والتوسع وانعكاساته السلبيّة على إرتكاب الجريمة في الضفة الغربيّة من وجهة نظر العاملين في المؤسسات ذوي الاختصاص، واتخذت من محافظة قلقيلية أنموذجًا تمثل واقع الحال في الضفة الغربية، واستخدمت الدراسة المنهج الوصفي بشقه الكمي، وذلك من خلال استخدام أداة الإستبانة والتي تم تصميمها لجمع البيانات من عينة قصديّة بلغت (78) مبحوث من أصل (82) مبحوث من عدة مؤسسات ذوي اختصاص هي (هيئة مقاومة الجدار، الهيئات المحلية من بلديات ومجالس قروية، وزارة الزراعة، سلطة جودة البيئة، وحافظة قلقيلية، المباحث الجنائية). توصلت الدراسة إلى مجموعة من النتائج، لعل من أهمها أنّجدار الضم والتوسع في محافظة قلقيلية قد ألحق أضرارًا جسيمة ومتعددة الجوانب بحياة المجتمع الفلسطيني، ما أدى إلى تدهور أمني ملحوظ وارتفاع في معدلات الجريمة،بالإضافة إلى أنه لم يكن مجرد حاجز مادي، بل كارثة بيئيّة واقتصاديّة واجتماعيّة، فهو دمر الموارد الطبيعية، وعصف بالاقتصاد المحلي، ومزّق النسيج الاجتماعي بفصل العائلات والتجمعات السكانية، إضافة إلى أنّه أعاقة عمل الأجهزة الأمنيةالأمر الذي خلق بيئة خصبة لأنواع جديدة ومتزايدة من الجرائم، كما وتوصلتالدراسةأيضًاإلى أنّ الجدار ليس مجرد إجراء أمني، بل هو جريمة فصل عنصري تهدف إلى التوسع والاستيلاء على الأراضي، وعليهأوصت الدراسة إلى ضرورة التحرك الدولي والدبلوماسي والقانوني العاجل للضغط على إسرائيل لوقف سياساتها العنصرية وإعادة الحقوق لأصحابها، كما وأوصتبضرورة تمكين الأجهزة الأمنية الفلسطينية، وتطوير خطط عمل متخصصة لمكافحة الجرائم المستجدة، ودعم المزارعين والقطاعات الاقتصاديّة المتضررة ببرامج إغاثيّة وتنمويّة عاجلة،إضافة إلى تقوية النسيج الاجتماعي من خلال دعم المبادرات الاجتماعيّة، وتحسين جودة الخدمات الأساسية، وتقديم الدعم النفسي، ومعالجة التسرب المدرسي، وأخيرًا، أوصت إلى ضرورة إجراء دراسات مستمرة في نفس المجال، وإنشاء قاعدة بيانات وطنية شاملة لمراقبة آثار الجدار وتقديم الحلول الفعالة. الكلمات المفتاحية: الجريمة، جدار الضم والتوسع، الإنعكاساتالسلبيّة، محافظة قلقيليّة. | ar |
| dc.description.abstract | This study investigated the impact of the Annexation and Expansion Wall on crime rates in the West Bank, specifically from the perspective of professionals within relevant institutions. Qalqilya Governorate was selected as a representative case study for the broader West Bank context. Employing aquantitative descriptive methodology, the study utilized a structured questionnaire for data collection. The sample comprised (78)out of (82)targeted respondents from various specialized institutions, including the Wall Resistance Commission, local authorities (municipalities and village councils), the Ministry of Agriculture, the Environment Quality Authority, Qalqilya Governorate, and the Criminal Investigation Department. The sample was purposively selected. The findings reveal that the Annexation and Expansion Wall in Qalqilya Governorate has inflicted severe and multifaceted damage on Palestinian society, resulting in a noticeable decline in security and a significant increase in crime rates. Beyond its physical presence, theWall represents an environmental, economic, and social catastrophe, leading to the destruction of natural resources, disruption of the local economy, and fragmentation of the social fabric through the separation of families and communities. Furthermore, the Wall has impeded the operations of security agencies, thereby fostering an environment conducive to new and escalating forms of crime. The study also concludes that the Wall is not merely a security measure but an act of apartheid aimed at territorial expansion and land appropriation. Consequently, the study recommends urgent international, diplomatic, and legal action to pressure Israel to cease its discriminatory policies and restore rights to their rightful owners. It further advocates for empowering Palestinian security agencies, developing specialized action plans to combat emerging crimes, and supporting affected farmers and economic sectors through immediate relief and development programs. Additionally, the study recommends strengthening the social fabric by supporting social initiatives, improving the quality of essential services, providing psychological support, and addressing school dropout rates. Finally, it emphasizes the necessity of continuous research in this domain and the establishment of a comprehensive national database to monitor the Wall's effects and propose effective solutions.
