Abstract
هدفت الدراسة إلى اقتراح رؤية إدارية لتحويل المدارس الفلسطينية إلى مدارس منتجة استناداً إلى تجارب الدول الصناعية المتقدمة. تكوّن مجتمع الدراسة من جميع مديري المدارس الحكومية ومديراتها في فلسطين، وعددهم (1896)، ومعلميها وعددهم (32685)، وبلغت عينة الدراسة (921) مديراً ومديرة ومعلماً ومعلمة، وأٌستخدِم المنهج الوصفي التطويري، واستخدمت استبانة تم تطويرها كأداة لجمع البيانات الكمية تكونت من(49) فقرة توزعت على سبعة مجالات، وهي التخطيط، التنظيم، التنفيذ، البيئة، التطوير المهني للمعلمين، المنهاج، والتشاركية، كما تم استخدام المقابلات شبه المقننة والمجموعة البؤرية لجمع البيانات النوعية. أظهرت نتائج الدراسة أن درجة توافر متطلبات تطبيق مفهوم المدرسة المنتجة من وجهة نظر مديري المدارس ومعلميها كانت منخفضة، إذ بلغ المتوسط الحسابي(2.13) بانحراف معياري(.520)، كما جاءت جميع مجالات أداة الدراسة بالدرجة المنخفضة.
وأظهرت نتائج الدراسة وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α=0.05) لدرجة توافر متطلبات تطبيق مفهوم المدرسة المنتجة في فلسطين تعزى لمتغيرات المسمى الوظيفي في الدرجة الكلية، وفي مجال التشاركية، ولصالح المديرين، ووجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α=0.05) في الدرجة الكلية ولجميع المجالات تعزى لمتغير الجنس ولصالح الإناث، ولمتغير المنطقة التعليمية ولصالح مديريات الوسط والجنوب، وعدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (α=0.05) تعزى لمتغير المؤهل العلمي ومتغير مرحلة المدرسة، وسنوات الخدمة. وأظهرت النتائج النوعية إجراءات مقترحة تعزز التحوّل من إصلاحات إدارية وتنظيمية، واعتماداً على النتائج قامت الباحثة بتطوير رؤية إدارية مقترحة لتحويل المدارس الفلسطينية إلى مدارس منتجة استناداً إلى تجارب الدول الصناعية المتقدمة، وتحققت من مدى ملاءمتها وأوصت وزارة التربية والتعليم الفلسطينية باعتماد هذه الرؤية الإدارية المقترحة.
This study aimed to propose an administrative vision for transforming Palestinian Public schools into productive schools based on the experiences of advanced industrial countries. The study population Consisted Of (1896) school principals and (32,685) teachers. The study sample consisted of (921) male and female school principals, and male and female teachers. A Descriptive Developmental Approach was used. A questionnaire was used that was developed as a tool to collect quantitative data. It consisted of (49) items distributed over seven domains: planning, organization, implementation, environment, professional development for teachers, and curriculum and participatory. Semi-structured interviews and focus group were also used to collect qualitative data. The results of the study showed that the degree of availability of requirements for applying the productive school concept from the point of view of school principals and teachers was low, as the mean reached (2.13) with a standard deviation of (0.52). All domains of the study tool also received a low score. The results of the study also showed that there were statistically significant differences at the level of (α=0.05) in the degree of availability of the requirements for applying the concept of productive school in Palestine due to the job title variable in the total score, as well as in the domain of participation, in favor of the principals. There were statistically significant differences at α=0.05) in the total Score and for all domains due to the gender variable, in favor of females, and the educational district Variable, in favor of the central and southern districts, and there were no statistically significant differences at the (α=0.05) level due to the variables of academic qualification and school stage. The qualitative results showed proposed measures to enhance the transition: from administrative reforms. Based on the results, the researcher developed a proposed administrative vision for transforming Palestinian schools into productive schools based on the experiences of advanced industrial countries. The researcher recommended that the Palestinian Ministry of Education adopt this proposed administrative vision
