Abstract
هدفت الدراسة الى التعرف انعكاس التغير في السياسة الخارجية على النمو الاقتصادي من وجهة رجال الاعمال من الدرجة المميزة ضمن غرفة تجارة وصناعة محافظة الخليل خلال 2024 \ 2025. استخدمت الباحثة المنهج الوصفي التحليلي لجمع البيانات باستخدام الاستبانة , تمت الدراسة على عينة عشوائية متاحة تمثلت ب(125) من رجال الأعمال من الدرجة المميزة ضمن غرفة التجارة والصناعة في محافظة الخليل جنوب فلسطين , تم تحليل البيانات من خلال برنامج SPSS وتحليل الانحدار الخطي لبيان أثر المتغير المستقل التغير في السياسة الخارجية أداء على النمو الاقتصادي في فلسطين ( المتغير التابع ).
توصلت الدراسة إلى عدد من النتائج أهمها تبين من خلال فحص معاملات الانحدار أن بُعد الآثار الخارجية (العلاقات الدولية، الدعم الخارجي، النزاعات، والحروب) هو الأكثر تأثيرًا في النمو الاقتصادي حيث أظهر دلالة إحصائية قوية مقارنة ببقية الأبعاد , أما بالنسبة للبعدين أهمية السياسة الخارجية والاستقرار السياسي فقد جاء نتائجهما بمعاملات موجبة ولكن دون دلالة إحصائية كافية رغم أهميتهما النظرية والعملية في السياق الفلسطيني , تعد العوامل الخارجية المرتبطة بالسياسة الدولية هي المحدد الأكثر وضوحًا للنمو الاقتصادي الفلسطيني بينما تبقى أهمية السياسة الخارجية والاستقرار السياسي مؤثرات ثانوية تحتاج إلى تفعيل مؤسسي وسياسي أكبر لتنعكس آثارها بشكل ملموس على مسار الاقتصاد , وجود نسبة تفسير متوسطة فقط تدل على أن النمو الاقتصادي في الحالة الفلسطينية يتأثر بمجموعة معقدة من العوامل الداخلية مثل البنية الاقتصادية المحلية ، البيئة التنظيمية ، الموارد المتاحة ، إضافة إلى الظروف الخارجية.
أوصت الدراسة : تفعيل دور السفارات والملحق الاقتصادي الممثل للدولة في الخارج من خلال التواصل مع أصحاب الإستثمارات , إيجاد طرق لتحقيق التكامل بين الحكومة وغرف التجارة والصناعة والتنسيق المسبق والدفاع عن مصالح المستثمرين والتجار, خلق بيئة استثمارية سليمة مستقرة , تفعيل قانون تشجيع الاستثمار , توفير الحماية للقطاع الزراعي وأصحاب المشاريع الصغيرة , تفعيل دور الإعلام في تقديم صورة أفضل للمنتج الفلسطيني , تفعيل أعلى لدور مؤسسات الرقابة ( ديوان الرقابة , مكافحة الفساد ) , العمل على إقامة شراكات اقتصادية بين دولة فلسطين والدول العربية والاجنبية من أجل جلب الاستثمار خاصة في البلدة القديمة , إمكانية تطبيق البحث على محافظات أخرى والاستفادة من النتائج والمقارنات.

The study aimed to identify the impact of changes in foreign policy on economic growth from the perspective of elite businessmen within the Hebron Chamber of Commerce and Industry, during 2024 \ 2025 to achieve the study's objectives, the researcher used a descriptive analytical approach to collect data by using a questionnaire. A simple random sample of (125) elite businessmen within the Hebron Chamber of Commerce and Industry, southern Palestine, was used. Data analysis was conducted using SPSS to demonstrate the impact of the independent variable, the change in foreign policy, and its impact on economic growth in Palestine (the dependent variable). The study had concluded many of important results: after examining the regression coefficients the results approved that (1) the dimension of external effects (such as international relations, external support, conflicts and wars) are the most influential on economic growth , and it showed strong statistical significance compared to the rest of the dimensions , As for the two dimensions of foreign policy importance and political stability, their results concluded a positive coefficients without sufficient statistical significance despite their theoretical and practical importance in the Palestinian context. (2) External factors that related to international politics are the most obvious determinant of Palestinian economic growth while the importance of foreign policy and political stability still remain secondary influences that require greater institutional and political activation for their effects to be tangibly reflected on the course of the economy , (3) The presence of moderate explanation ratio indicates that the economic growth in the Palestinian case is affected by a complex group of internal factors such as the local economic structure, the regulatory environment, and available resources, in addition to external conditions. The study came out of package recommendations that associated with results : activating the role of embassies and the economic attaché representing the state abroad through communication with investors, finding asuitable mehods to achieve integration between the government and chambers of commerce and industry prior coordination and defending the interests of investors and traders, creating a sound and stable investment environment, activating the investment promotion law, providing protection for the agricultural sector and small business owners, activating the role of the media in presenting a better image of the Palestinian product, activating the role of oversight institutions (the Audit Bureau, the Anti-Corruption Bureau), and working to establish economic partnerships between the State of Palestine and Arab and foreign countries in order to attract investment, especially in the Old City , Possibility of applying research for another cities to exploite the results and comparisons .
