This study aimed to reveal the reality of political empowerment of Palestinian women and its impact on participation in decision-making positions. In order to achieve the objectives of the study, the researcher designed a questionnaire, based on the global "Varieties of Democracy (V-Dem)) scale, using criteria of choice, agency and participation, in addition to measuring indicators of obstacles to empowerment and participation and the incentives for their promotion. The electoral blocs nominated for the 2021 Legislative Council elections, where 31 responses were collected that represented the study sample. The personal interview tool was used with (7) female personalities representing all colors of the political and societal spectrum. The results of the study showed that the empowerment of Palestinian women is moderately , as well as their participation in decision-making positions and does not reflect women’s societal size or competence, and that women’s representation in leadership bodies and the public sector indicates the existence of a discriminatory gap in the representation of Palestinian women, and that the biggest obstacles to a very large degree are: The convictions of decision-makers in institutions that women are unable Assuming senior management positions, the male and patriarchal mentality dominating decision-making positions, the lack of self-confidence of working women, and their lack of awareness of their legal rights and leadership roles. As for the incentives to promote empowerment and participation, foremost of which is the presence of media programs concerned with gender issues, women’s access to leadership positions, the harmonization of Palestinian legislation and laws with international charters and agreements, and the presence of qualified women in leadership positions as a role model. The study concluded with a set of recommendations, the most important of which are: the need to develop an integrated national plan in coordination between official and civil authorities to combat the impact of the patriarchal and patriarchal mentality and the dominant patterns of thinking and stereotypes in society and institutions, and to pay attention to raising the level of women’s awareness, enhancing their capabilities and leadership skills, and raising the level of community awareness and among Political leaders stress the importance of women’s empowerment, access and participation in decision-making positions, and that the Ministry of Education, cultural and educational institutions and the media attach importance to this issue, and that a decision of a women’s quota of at least 30% to be put into practice in all institutions and bodies of the authority, the PLO and the Civil society organizations.
