dc.description.abstractThis study aimed to identify the impact of governance on the Palestinian local bodies elections system. The study community consists of all the presidents and members of the municipal and village councils. It is: (352) members in (12) municipal councils and (24) village councils in the 2017 local council elections in Bethlehem governorate. The researcher combined two methods of collecting and analyzing information: Quantitative approach where the questionnaires were distributed to a sample of (190) members. The recovered number of questionnaires was (178). All are valid for statistical analysis. The second method the researcher used is the qualitative method where the researcher interviewed (15) President and members of the councils. Through the use of the descriptive approach, the data obtained were analyzed using the Social Sciences Statistical Packages Program (SPSS). Through the use of (5) dimensions of governance: (response, participation, accountability, strengthening the rule of law, transparency) The study found that: The results of the survey sample showed that the impact of the proportional representation system of the elections of Palestinian local bodies on their governance in Bethlehem governorate was the highest, as well as the impact of consensus lists of elections of Palestinian local bodies on their governance in Bethlehem governorate. IT showed that the impact of sharing the position of chairman of the local authority for the elections of Palestinian local bodies on their governance in Bethlehem governorate came to an average degree. It revealed that the overall degree of impact of the system of elections of Palestinian local bodies on their governance, study Case: Local authorities in Bethlehem province in 2017 came up with a high score. The results indicated that there were statistically significant differences at the level (0.05 (≤) in the average estimates of the study sample members towards the impact of the proportional representation system of Palestinian local bodies elections on their governance in Bethlehem governorate due to the sex changer and position, Age and scientific qualification. The results indicated that there were statistically significant differences at the level (0.05 (≤) in the average estimates of the study sample members towards the impact of consensus lists of Palestinian local bodies elections on their governance in Bethlehem governorate attributable for the sex change, position, age, scientific qualification and local body category. The results indicated that there were statistically significant differences at the level (0.05 (≤) in the average estimates of the study sample members towards the impact of sharing the position of head of the local authority for the elections of Palestinian local bodies on their governance in Bethlehem governorate due to the change of sex, age and scientific qualification. The results also showed that there are statistically significant differences at the level of significance (α≤0.05) in the average estimates of the members of the sample study towards the impact of the electoral system Palestinian local bodies on their governance in Bethlehem governorate depending on gender change, position, age, and scientific qualification. The results revealed that there are no statistically significant differences at the level of significance (α≤0.05) in the average estimates of the members of the study sample towards the impact of the proportional representation system of Palestinian local bodies elections on their governance in Bethlehem governorate due to the age change. In the local authority category, the results indicated that there were no statistically significant differences at the level of significance (α≤0.05) in the average estimates of the members of the study sample towards the impact of the Palestinian local authority election system on their governance in Bethlehem governorate depending on for the sex changer, the category of the local authority, and the nature of the formation of the local body. The results also indicated that there are no statistically significant differences at the level of significance (α≤0.05) in the average estimates of the members of the study sample towards the consensus lists of elections of Palestinian local bodies on its governance in Bethlehem governorate is due to the age change, the category of the local authority, the nature of the composition of the local body. It was found that there were no statistically significant differences at the level of significance (α≤0.05) in the average estimates of the members of the study sample towards sharing a position. The president of the elections of Palestinian local bodies on their governance in Bethlehem governorate is due to the variable category of the local authority, and the nature of the formation of the local authority. Finally, the results indicated that there are no statistically significant differences at the level of significance (α≤0.05) in the average estimates of the members of the study sample towards the impact of the system of elections of Palestinian local bodies on their governance in Bethlehem governorate due to the change in the category of local authority, and the nature of the formation of the local authority. The results of the qualitative analysis (the interviews) showed that: The impact of the proportional representation system, and the sharing of the position of president for the elections of Palestinian local bodies on their governance in Bethlehem governorate came to an average degree, while the impact of consensus lists of elections for Palestinian local bodies on their governance in Bethlehem governorate came to a low degree, while the impact of the system of elections of Palestinian local bodies on their governance in Bethlehem governorate came to an average degree. Upon these findings, the researcher made a series of recommendations and suggestions, the most important of which are: The need to review the system of elections for local bodies based on proportional representation (closed list), to a system that takes into account the nature of the culture of Palestinian society and promotes participation to be fairer, more stable and achieves its efficiency and effectiveness in achieving high levels of governance application in local bodies. The law must require local bodies that are not required to recommend consensus lists and submit the list to a referendum by the right holders of the ballot so that they must obtain 50% of the right to vote. The president must be elected directly, with 50%+1 of the right to vote and be a candidate for an electoral list. Support the application of governance systems in local bodies, in order to be more responsive to sustainable development requirements. The researcher recommends further studies and research, focusing on electoral systems and exploring the levels of application of local governance in Palestine. So is the comparison between elected local bodies and those that have won the acclamation and the sharing of the position of chairman of the local authority and its impact on development.
