Abstract
This study examined participation of the Fatah movement in the first legislative elections
in 1996, and their participation in the second legislative elections in 2006, came the first
legislative elections as a result of the Oslo Accords, Fatah won most seats in the
Legislative Council the first (68) seats out of (88) seat that did not participate where most
Palestinian factions, unlike the second legislative elections in 2006 characterized by
participation of most Palestinian factions. Legislative Council first considered a
resurgence for the first experience of parliamentary democracy, to build the institutions
of the Palestinian people liberated parts of the land of Palestine, in the light of the
experience is unique in the history of liberation movements in the world. Where elections
were held presidential and legislative elections in light of the continued Israeli occupation
in the cities of the West Bank and Gaza Strip.
Faced the Legislative Council first since his election obstacles and many difficulties by
the Israeli occupation on the one hand, and by the executive branch on the other hand, has
remained most of the laws for a long time without ratification by the late President
Yasser Arafat, which emptied the laws of their content and make it unworkable .
The study focused in particular on the period from 1996 to 2006, has touched a researcher
explanation and analysis on the role of the first Legislative Council and its functions and
its work and achievements.
The objectives of the study and justification in the serious attempt to evaluate the
performance and the role of the Fatah movement in the Council despite the obstacles and
difficulties exerted by the Israeli occupation to Council members and prevent some of
them to attend meetings of the Council, despite the many obstacles could present the
Council with a majority of Brigades to enact several laws and legislation, and to prove
himself on the Palestinian, Arab and international despite the recent experience in front of
the parliaments of neighboring countries.
The importance of the study of how the transition a smooth transition and flexible after
the martyrdom of President Yasser Arafat and the receipt of authority to the President of
the Legislative Council, and then the election of President Mahmoud Abbas, which won
the admiration of the world democracy and fair elections and the transition smooth and
flexible.
Select President Mahmoud Abbas after his election as President of the Authority as the
date for legislative elections, the second, in line with most of the factions,political parties, the Palestinian West Bank and Gaza Strip, on the basis of the Charter of Cairo,
and a document of honor signed by the Palestinian factions except the Islamic Jihad to
join the legislative elections second. The elections were held in accordance with the
amended election law of 2005, by the first Legislative Council, who came to the result of
understandings for all Palestinian forces and Palestinian political parties, has identified
the amended law, the duration and the duration of the Legislative Council Election
President four years from the date of election, as the law specifies the number of
members of the Legislative Council to the next (132) as a member instead of (88) a
member of the first Legislative Council, was adopted by the electoral law amended the
mixed electoral system (shared) between the relative majority system (multiple
districts)and the system of menus.
The study concluded that this is the first election in which all movements and factions all
Palestinian political and intellectual trends in (11) A list of contested elections with the
exception of the Islamic Jihad movement. We have accounted for these elections and the
results of a democratic and fair elections for the Palestinian people is unprecedented in
the Middle East.
The study showed the victory of Hamas in legislative elections, the second big victory of
the Fatah movement, to announce a revolution in the political equation, the official Fatahled,
so the results were surprising even to the Hamas leadership itself and its supporters
and supporters, before the Fatah movement and the political world, to place a political
earthquake shook his pillars of the regime of the Palestinian movement pushed open a

Palestinian democracy has triumphed, regardless of the winner in these elections, the
Palestinian people and proved that he was anxious for freedom and democracy and
choose their leaders through the ballot box.
