| dc.description.abstract | هدفت الدراسة الى التعرف على دور برامج وزارة التنمية الاجتماعية في تأهيل وتدريب ذوي الإعاقة في المراكز التأهيلية في محافظة الخليل، حيث قامت الباحثة بإستخدام المنهج الوصفي التحليلي لملائمته لأغراض هذه الدراسة، وذلك من خلال استبانات صُممت خصيصاً لهذا الغرض ومقابلات مع العاملين في مراكز تأهيل وتدريب ذوي الإعاقة في محافظة الخليل. طبقت هذه الدراسة مراكز تأهيل وتدريب ذوي الإعاقة في محافظة الخليل، حيث تكون مجتمع الدراسة من العاملين في هذه المراكز، وشملت عينة الدراسة (40) موظفاً من العاملين في مراكز تأهيل وتدريب ذوي الإعاقة، بالإضافة الى (60) مبحوثاً من ذوي الإعاقة. أظهرت الدراسة أن دور برامج وزارة التنمية الاجتماعية في تأهيل وتدريب ذوي الإعاقة في محافظة الخليل كان بدرجة عالية، بمتوسط حسابي (4.45) وبنسبة مئوية بلغت (89.1%) كما أظهرت نتائج الدراسة وجود فروق ظاهرية في متوسطات دور برامج وزارة التنمية الاجتماعية في تأهيل وتدريب ذوي الإعاقة في محافظة الخليل تبعاً لمتغيرات (العمر، المستوى التعليمي، ونوع الإعاقة، اسباب الإعاقة، مدة الإستفادة من خدمات المركز)، بينما وجدت فروق ذات دلالة إحصائية تبعاً لمتغيرات أسباب الإعاقة والصالح خلل جيني، وتبعاً لمتغير مدة الاستفادة من برامج المركز ولصالح فئة من سنتين فما فوق. كما أظهرت نتائج الدراسة أن ما نسبته (86.4%) يرون أن برامج التأهيل تُسهم في تطوير مهارات وقدرات ذوي الإعاقة من خلال وضع برامج تتناسب مع قدرات ذوي الإعاقة، وتحديد الأهداف المرجوة من هذه البرامج، وصولاً الى تأهيل المعاق للاندماج الكامل في المجتمع. ومن أهم التوصيات حث مراكز التدريب والتأهيل على توفير متخصصين في مجال إعداد برامج التأهيل والتدريب بما يخدم مصلحة ذوي الإعاقة، ومواكبة التطور العلمي والتكنولوجي في مجال رعاية ذوي الإعاقة، وحث وزارة التنمية الاجتماعية على رفع مستوى الاهتمام باحتياجات مراكز تدريب وتأهيل ذوي الإعاقة في محافظة الخليل، وزيادة الدعم والتمويل لمراكز رعاية ذوي الإعاقة في مجال الأجهزة والمعدات، وحث المجتمع المحلي على النظرة الإيجابية لفئة المعاقين والحرص على عدم الإساءة لهم وزيادة التواصل مع مراكز التأهيل والتدريب وتقديم العون والمساندة المادية والمعنوية لهذه المراكز، مما يسهم في زيادة مستوى أدائها ونشاطها. | ar |

| dcterms.abstract | The present thesis has aimed to examine the role of the programs of the Ministry of Social Development in the rehabilitation and training of those disabled in rehabilitation centers the Governorate of Hebron. For this purpose, the researcher has sought to employ the descriptive, analytical method given its compatibility with the subject under study, through questionnaires, that have been specifically designed for this purpose, and interviews with those working in rehabilitation and training centers for the disabled in the Governorate. The thesis focused on studying rehabilitation and training centers for the disabled in the Governorate of Hebron whereas the subjects of the study have been the workers in those centers as the sample of subjects included (40) such workers and (60) subjects have been from the disabled. The study has shown that the role of the Ministry of Social Development in rehabilitating and training the disabled in the Governorate has been very crucial, reaching an average of (4.45), reaching a percentage of (89.1%). The study has also shown apparent differences in the averages belonging to the role of the Ministry of Social Development’s programs in rehabilitating and training the disabled according to a set of variables: (age, educational level and the type of disability concerned). Moreover, the study has also shown differences of a statistical import due to variables concerning the cause for disability, recovery and genetic flaws and according to the variable of the duration of benefit from the center’s programs to people of 2 years of age and above. Also, the study has shown that 86.4% of the participants see that rehabilitation programs contribute to the development of the skills and abilities of the disabled by offering programs that suit their abilities and specifying the sort of objectives for such programs in order to rehabilitate the disabled for their total incorporation into society. One the most important recommendations, the study encourages rehabilitation and training centers to provide experts in the field of preparing rehabilitation and training programs, serving the interests of the disabled, keeping with the scientific and technological developments in the area of caring for the disabled and encouraging the Ministry of Social Development to increase its support to meet the needs of rehabilitation and training centers in the Governorate of Hebron, especially financial support with regard to needed equipments, and also encouraging the local community to view, positively, its disabled segments and avoid mistreating them and keeping in contact with rehabilitation and training centers, providing them with emotional and financial support, increasing their performance and overall impact. | en |
