Abstract
This study aimed to identify the role of governance in combating and preventing corruption in the municipalities of the Hebron Governorate from the viewpoint of employees and citizens. In order to achieve the objectives of the study, the researcher used the descriptive approach, as she prepared two questionnaires: one of them addressed to municipal employees consisting of (60) paragraphs, and the other directed to citizens in the Hebron governorate consisting of (65) paragraphs, and the study population consisted of all the employees of the Hebron Governorate’s municipalities and their citizens. The study was applied to two samples: The first sample consisted of (360) male and female municipal employees, who were selected by the random, intentional, quotas method, and the second sample consisted of (400) male and female citizens, who were chosen by the easy-to-random method .
The results of the study showed that the level of implementation of governance in the municipalities of the Hebron Governorate from the point of view of municipal employees and citizens was of a moderate degree, and it also showed that the level of combating and preventing corruption in the municipalities of the Hebron Governorate from the viewpoint of employees and citizens was of a moderate degree as well.
The study concluded that there is a statistically significant relationship between the level of governance implementation and the level of combating and preventing corruption in the municipalities of the Hebron Governorate from the employee’s point of view. It also found that there are no statistically significant differences between the averages of the study sample's estimates of the level of governance implementation and the level of anti-corruption. In the municipalities of the Hebron Governorate, from the point of view of employees and citizens, they are attributed to the variable of gender, as well as to the variable of the type of employment, in favor of the mayor, and according to the variable of educational qualification, in favor of bachelor's and postgraduate studies. The study revealed statistically significant differences between the averages of the study sample’s estimates of the level of governance implementation in the municipalities of the Hebron Governorate from the employees ’point of view according to the job type variable, in favor of the mayor and the financial employee, and according to the variable years of service, in favor of (5-10) years, and ( 10) years or more, and according to the municipality’s classification variable, in favor of the municipalities that are classified as (A) or (B).
The study concluded that there is a statistically significant relationship between the application of governance and combating the phenomenon of corruption and preventing it in the municipalities of the Hebron Governorate from the citizens' point of view, while it concluded that there are no statistically significant differences between the averages of the study sample's estimates for the application of governance as well as combating the phenomenon of corruption and preventing it from the point of view. Citizens considered according to the variable of the work status, as well as according to the variable of academic qualification, in favor of undergraduate and graduate studies.
In light of the results of the study, the researcher recommended a set of recommendations, the most important of which are: Work to raise the level of interest in implementing governance standards in the municipalities of the Hebron Governorate through clear plans and strategies, and the need to pay attention to promoting the principle of transparency through the municipality’s publications and its website, and work to consolidate the democratic election approach. Municipal councils as an important entry point for implementing good governance standards, and combating corruption, and the need to devise effective mechanisms to involve the public in municipal decisions and community activities, and to work to raise the level of legal awareness of citizens to contribute to strengthening the rule of law, and to activate oversight and accountability mechanisms for the performance of municipal management and employees to combat my phenomenon Wasta and favoritism.
