Abstract
جاءت هذه الدراسة بعد المقدمة والفصل التمهيدي في ثلاثة فصول رئيسة.
تناولت في فصلها الأول العلاقة بين الاقتصاد والتشريع الإسلامي، من حيث المبادئ، والقواعد، والمقاصد المشتركة بينهما، واستعرضت مدى توافق هذا النموذج الاقتصادي مع الأطر الشرعية. فقد عرّفت الدراسة بالاقتصاد الأخضر، واستعرضت الأسباب الكامنة وراء نشأته وتطوره في السياق العالمي، ثم أوضحت أهميته كأداة فاعلة لمعالجة التحديات الاقتصادية والبيئية التي تواجه المجتمعات المعاصرة، مشيرةً إلى ضرورة اتجاه العالم نحو هذا النوع من الاقتصادات استجابةً للأزمات البيئية والاجتماعية المتفاقمة، مع تسليط الضوء على أبرز التحديات التي تعترض تطبيقه على أرض الواقع.
وفي الفصل الثاني: تم تحليل مدى انسجام أبعاد الاقتصاد الأخضر وأسسه النظرية مع المبادئ العامة للشريعة الإسلامية، مع إجراء مقارنة تحليلية بين الاقتصاد الأخضر والاقتصاد الإسلامي. وقد أبرزت من خلال هذا الفصل أوجه التوافق بين مبادئ الاقتصاد الأخضر وأحكام الشريعة الإسلامية، مع التأكيد على تفوق النموذج الاقتصادي الإسلامي في معالجة القضايا الاقتصادية بمنهج شمولي ومتوازن، يقوم على العدالة، وحفظ النعمة، وضمان التوازن البيئي.
وأما في الفصل الثالث فتم فيه التركيز على واقع الاقتصاد الأخضر في فلسطين، حيث تم تناول أبرز المعوقات التي تحد من تبنيه وتنفيذه في السياق الفلسطيني، مع تسليط الضوء على الفوائد المتوقعة من تفعيله، خاصةً في مجالات تقليل الفقر، والحد من البطالة، وتحسين الصحة العامة. كما تم تناول دور التعليم في نشر ثقافة الاقتصاد الأخضر وترسيخها في المجتمع.
واختُتمت الدراسة بأهم النتائج، وكان منها: وجود توافق جوهري بين الاقتصاد الأخضر والشريعة الإسلامية، ومنها أن النصوص الشرعية ومقاصد الشريعة الإسلامية تمثل أساسًا متينًا لدعم الاقتصاد الأخضر، ومنها أنه يمكن التأصيل للاقتصاد الأخضر دون المساس بأيًّ من الثوابت الدينية.
ثم جاءت التوصيات العملية، والتي أكدت على أهمية تضافر الجهود الوطنية والمؤسساتية لتعزيز سياسات الاقتصاد الأخضر، وضرورة سنّ تشريعات داعمة له، وتقديم الحوافز والدعم المالي والتقني للمشاريع التي تُطبّق قواعده، بما يسهم في بناء اقتصادٍ مستدامٍ وصديقٍ للبيئة في فلسطين والمجتمعات الإسلامية عمومًا.
This study, following the introduction and preliminary chapter, comprises three main chapters. The first chapter addresses the relationship between economics and Islamic law, examining their shared principles, rules, and objectives. It also explores the compatibility of this economic model with Sharia frameworks. The study defines the green economy, explores the reasons behind its emergence and development in the global context, and highlights its importance as an effective tool for addressing the economic and environmental challenges facing contemporary societies. It points to the necessity of the world moving towards this type of economy in response to escalating environmental and social crises, while also highlighting the most significant challenges hindering its practical implementation. The second chapter analyzes the extent to which the dimensions and theoretical foundations of the green economy align with the general principles of Islamic law. It also conducts an analytical comparison between the green economy and Islamic economics. This chapter emphasizes the points of convergence between the principles of the green economy and the rulings of Islamic law, while affirming the superiority of the Islamic economic model in addressing economic issues with a comprehensive and balanced approach based on justice, the preservation of resources, and the guarantee of environmental equilibrium. The third chapter focuses on the reality of implementing the green economy in Palestine. It addresses the most significant obstacles hindering its adoption and implementation within the Palestinian context, while highlighting the anticipated benefits of its activation, particularly in reducing poverty, lowering unemployment, and improving public health. The chapter also examines the role of education in disseminating and embedding a green economy culture within society, and includes interviews with several experts and specialists in the environmental and economic fields. The study concludes with key findings, including: a fundamental compatibility between the green economy and Islamic law; the fact that Islamic legal texts and objectives provide a solid foundation for supporting the green economy; and the possibility of establishing a green economy without compromising religious principles. The practical recommendations then emphasize the importance of concerted national and institutional efforts to strengthen green economy policies, the necessity of enacting supportive legislation, and the provision of incentives and financial and technical support for projects that implement its principles. This will contribute to building a sustainable and environmentally friendly economy in Palestine and Muslim societies in general.
