Abstract
هدفت هذه الدراسة إلى معرفة دور ممارسة إدارة الموارد البشرية في مواجهة الأزمات والمخاطر في بلديات جنوب الخليل، واعتمدت الدراسة المنهج الوصفي التحليلي، وتكون مجتمع الدراسة من العاملين في بلديات جنوب الخليل كافةَ. وأعدّت الباحثة استبانة وزعتها على عينة طبقية عشوائية تكونت من(147) مفردة، وبعد جمعها تم إدخال بياناتها ومعالجتها، وتحليلها إحصائيا باستخدام برنامج SPSS.
وقد توصلت الدارسة إلى النتائج الآتية: إن واقع إدارة الموارد البشرية في بلديات جنوب الخليل من وجهة نظر العاملين فيها جاء بدرجة متوسطة لجميع المحاور: الاتصال الخارجي، وتصميم بيئة العمل وتحليلها، والمكافآت، والتدريب، والتطوير، والاستقطاب، والتعيين، ما عدا تقييم أداء العاملين الذي جاء بدرجة مرتفعة، كما أظهرت النتائج أن واقع مواجهة الأزمات والمخاطر في بلديات جنوب الخليل من وجهة نظر العاملين فيها جاء بدرجة متوسطة لجميع المحاور: مرحلة الاستعداد والوقاية، ومرحلة الإنذار المبكر، ومرحلة احتواء الأضرار، ومرحلة استعادة النشاط.
وأظهرت النتائج أنّه يوجد دور لوظائف إدارة الموارد البشرية في مواجهة الأزمات والمخاطر في بلديات جنوب الخليل، حيث تبين أنّه يوجد دور لكل من الآتية: تصميم العمل وتحليله، والاستقطاب، والتعيين، وتقييم أداء العاملين، والمكافآت.
وخرجت الدراسة بمجموعة من التوصيات أهمها: منح البلديات صلاحيات تخصصية كاملة لإدارة الموارد البشرية، وضرورة التزام إدارات الموارد البشرية في البلديات بالقيام بوظائفها ومهامها وواجباتها ومسؤولياتها، وممارسة صلاحياتها وفقا للأسس الإدارية الحديثة، كما أوصت الدراسة بأن يقوم فريق الموارد البشرية في البلديات بتعزيز اهتمام العاملين للإلمام بالمهارات, واكتساب القدرات اللازمة لمواجهة الأزمات والمخاطر في مراحلها المختلفة.
The study aimed to identify the role of human resources management Practicing in facing crises and risks in the municipalities of South Hebron. The study relied on the descriptive analytical approach. The study population was represented by all workers in the municipalities of South Hebron. A questionnaire was designed and distributed to a stratified random sample consisting of (147) After collecting it, it was analyzed and its data entered and processed using the SPSS program The study reached the following results: The reality of human resource management in the municipalities of South Hebron from the point of view of its employees came to a medium degree and for all axes (external communication, design and analysis of the work environment, rewards, training and development, recruitment and appointment) except for performance evaluation, which came with a high degree. The results also showed that the reality of facing crises and risks in the municipalities of South Hebron from the point of view of its workers came to a medium degree for all axes (preparation and prevention stage, early warning stage, damage containment stage, activity recovery stage). The results showed that there is a role for human resources management jobs in facing crises and risks in the municipalities of southern Hebron, where it was found that there is a role for designing and analyzing work in facing crises and risks in the municipalities of southern Hebron, and there is a role for recruitment and appointment in facing crises and risks in the municipalities of southern Hebron, as well There is a role for training and development in facing crises and risks in the municipalities of southern Hebron, and there is a role for performance evaluation in facing crises and risks in the municipalities of southern Hebron, and there is a role for rewards in facing crises and risks in the municipalities of southern Hebron. There is also a role for internal communication in facing crises and risks in the municipalities of southern Hebron. The study came out with a set of recommendations, the most important of which are: granting municipalities complete specialized powers to manage their human resources, and the need for human resource departments in municipalities to adhere to carrying out their functions, tasks, duties, and responsibilities and exercising their powers in accordance with modern administrative foundations. The necessary capabilities to face crises and risks in their various stages
