| dc.description.abstract | تعد الدبلوماسية الرقمية نتاجاً مباشراً لتحولات العولمة، إذ باتت تمثل أداة استراتيجية تعتمد عليها الدول ليس فقط للترويج لسياستها، بل لتعزيز حضورها الدولي و التفاعل مع المحيط الخارجي، إذ أدركت إسرائيل إمكانيات الإعلام الرقمي كوسيلة فعالة في تعزيز حضورها الدبلوماسي، و تشكيل صورتها على الساحة الدوليةمع حلول الحرب الأخيرة على غزة ٢٠٢٣ تميزت معالم الصراع بين الجانبين الفلسطيني و الإسرائيلي، فقد شكلت المواجهة الرقمية التي خاضها النشطاء الفلسطينيين خلال الحرب نقلة نوعية للدبلوماسية الرقمية الفلسطينية، من هنا تسلط الدراسة الضوء على استهداف الدبلوماسية الرقمية الإسرائيلية للمحتوى الرقمي الفلسطيني على مواقع التواصل الاجتماعي التي عكست السياسات الإسرائيلية ضد المحتوى الرقمي الفلسطيني أثناء الحرب على غزة عام ٢٠٢٣، حيث تشكل الدراسة أهمية كونها ترصد مخاطر خفية يشكلها العمل الدبلوماسي الرقمي الإسرائيلي على الشعب الفلسطيني، و الهادف إلى تشتيت الفكر الفلسطيني، و الوعي بآليات الاتصال الرقمي الفاعل و المؤثر، حيث تم تحليل الاستراتيجيات الدبلوماسية الرقمية الاسرائيلية من خلال الاعتماد على نظرية دوامة الصمت، و نظرية التأطير، و نظرية وضع الأجندة، كذلك استخدمت الباحثة المنهج التحليلي، لتحليل المحتوى الفلسطيني و دراسة مضامينه و تأثيراته على الرأي العام ، و تحليل الاستراتيجيات الإسرائيلية الموجهة ضد هذا المحتوى، ومن هنا تنبع الحاجة إلى القدرة على الدراسة و البحث في هذا الموضوع كونه شكلت الدبلوماسية الرقمية في هذه الحرب نقطة تحول مهمة، و خاصة أن هذه الدراسة تأتي في الوقت التي يشهد فيه قطاع غزة حرباً دموية و إبادات بحق المدنيين فإن دور الدبلوماسية يسيطر على الساحات الدولية لنشر الانتهاكات التي يقوم بها الجيش الإسرائيل بحق المواطنين في غزة، و خلصت الدراسة إلى مجموعة من النتائج كان أبرزها: من جانب الدبلوماسية الرقمية الإسرائيلية التي نجحت في تسريب الخوف إلى أذهان الفلسطينيين ، حيث لعبت عوامل عديدة على إضعاف فاعليتها في استهداف المحتوى فيما يتعلق بالتأثير، أما من ناحية التأطير و الترهيب و المحاكمة نجحت في تسويغه، ومحافظتها على تماسكها رغم كل التداعيات و الصفعات. أما من الجانب الفلسطيني انتهجت الدبلوماسية الرقمية الشعبية في غزة آليات وأساليب شكلت طفرة في العمل الدبلوماسي الفلسطيني، وحافظت على مستوى عالٍ من التأثير والتواصل مع الخارج خاصة في تركيزه على الجانب الإنساني.ومن أبرز ما جاء في توصيات الدراسة: ضرورة رفع الوعي الفلسطيني تجاه أهمية العمل الدبلوماسي وممارسته، كذلك ضرورة وأهمية إدراج الدبلوماسية الرقمية في المناهج الدراسية الفلسطينية؛ لخلق جيل يمتلك أدوات اتصال لحفظ هُويته التاريخية والإنسانية. الكلمات المفتاحية: الدبلوماسية الرقمية،المحتوى الفلسطيني،الدبلوماسية الإسرائيلية،الاستهداف. | ar |
| dc.description.abstract | Digital diplomacy is a direct result of globalization transformations, as it has become a strategic tool that countries rely on not only to promote their policies, but also to enhance their international presence and interact with the external environment. Israel has realized the potential of digital media as an effective means of enhancing its diplomatic presence and shaping its image on the international scene. With the advent of the recent war on Gaza in 2023, the features of the conflict between the Palestinian and Israeli sides were distinguished. The digital confrontation waged by Palestinian activists during the war constituted a qualitative shift for Palestinian digital diplomacy. Hence, the study sheds light on the targeting of Israeli digital diplomacy of Palestinian digital content on social media sites, which reflected Israeli policies against Palestinian digital content during the war on Gaza in 2023. The study is important because it monitors the hidden dangers posed by Israeli digital diplomatic work to the Palestinian people, which aims to disperse Palestinian thought and raise awareness of effective and influential digital communication mechanisms. Israeli digital diplomatic strategies were analyzed by relying on the theory of the spiral of silence, the theory of framing, and the theory of agenda setting. The researcher also used the analytical method to analyze Palestinian content and study its content and effects on public opinion. And analyzing Israeli strategies directed against this content, hence the need for the ability to study and research this topic, as digital diplomacy in this war has represented an important turning point. This study comes at a time when the Gaza Strip is witnessing a bloody war and genocide against civilians. Diplomacy is dominating international arenas to publicize the violations committed by the Israeli army against citizens in Gaza. The study concluded with a set of findings, the most prominent of which are: On the one hand, Israeli digital diplomacy succeeded in instilling fear in the minds of Palestinians, as numerous factors played a role in weakening its effectiveness in targeting content in terms of influence. On the other hand, framing, intimidation, and prosecution succeeded in justifying it and maintaining its cohesion despite all the repercussions and setbacks. On the Palestinian side, popular digital diplomacy in Gaza adopted mechanisms and methods that constituted a breakthrough in Palestinian diplomatic work and maintained a high level of influence and communication abroad, especially with its focus on the humanitarian aspect. Among the most prominent recommendations of the study: the need to raise Palestinian awareness of the importance of diplomatic work and its practice, as well as the necessity and importance of including digital diplomacy in Palestinian curricula; To create a generation that possesses communication tools to preserve its historical and human identity.
